SUBJECT: Accept the California Law Enforcement Technology
Equipment Purchase Program Grant
CAO RECOMMENDATION
Accept the California Law Enforcement Technology Equipment Purchase (CLETEP) Program
grant award and approve an amendment to the budget appropriating $65,000 from CLETEP
grant revenue funds to department program funds.
DISCUSSION
In March 2000, the Police Department in cooperation with six area law enforcement agencies
submitted a grant application to the California Law Enforcement Technology Equipment
Purchase (CLETEP) Program. CLETEP grant funds are from the 1999 State Budget At the
time of the grant application, timing was critical and the multi-agency submittal was hand
delivered to Sacramento by another agency. Consequently, the grant application did not go
before Council for initial approval.
The multi-agency application proposal is for a countywide document imaging and management
system to provide electronic document management for area law enforcement agencies. This
system will allow sharing of documents with the District Attorney,the Sheriffs Department,and
other allied agencies.
Staff has been worlang in partnership with area law enforcement agencies to develop this project
and recently received notification from CLETEP that our joint proposal has been selected to
receive a grant award. The grant awarded to the City is $65,000.
At this time, staff requests Council accept the CLETEP grant award and approve an amendment
to the budget appropriating $65,000 from CLETEP grant revenue funds to department program
funds.
FISCAL IMPACT
The $65,000 grant award does not require matching City funds. Therefore,no negative fiscal
impact exists.

Enforcement Technology Equipment Purchase(CLETEP)Program of the Office of Criminal
Justice Planning(OCJP). Provided that there are no successful appeals during the next ten
(10)calendar days,you will be awarded$65,000 for the grant award period beginning on
May 1,2000 and ending on October 31, 2000.
As stated in the.Request for Proposal,the last two months of.the grant period will be
dedicated to closing the grants. The close-out procedure will include the tracking of all
purchases; verification of invoiced purchases within the grant award period;and a report
regarding these purchases and the overall benefits of this program.
