SUBJECT: EXPANSION AND RENOVATION OF THE SAN LUIS OBISPO ART
CENTER
CAO RECOMMENDATION
Provide conceptual approval to the expansion and renovation planned by the San Luis Obispo
Art Center to the City-owned building at 1010 Broad Street.
DISCUSSION
Background
In April, 1967, the City approved a 25-year lease with the San Luis Obispo Art Center for
property located at 1010 Broad Street. Under the terms of the lease, the building on the site was
to be remodeled by the Art Center organization for use in the promotion, development and
exhibition of arts and crafts on a non-profit basis. Rent for the building was set at$1.00 per year,
plus five percent of the annual gross receipts on the sale of artworks. The Art Center was made
responsible for maintenance of all improvements on the property. In October, 1991, the Art
Center exercised its option to renew the lease for an additional twenty-five years. That option is
set to expire in February,2017.
Proposed Renovation
The City has recently been notified by the Art Center that its board has been developing plans
over the past two years to renovate and expand the existing building to meet current needs. A
committee has completed a needs assessment and has developed a conceptual model of a.
possible expanded facility.
In order to add the additional climate-controlled space required for expanded exhibits, as well as
more classrooms, a second story is being proposed. An elevator will be provided for access and
utilities will also be modernized. (See Attachment 2.) Although the final concept and plans have
yet to be developed, it is likely that the existing building will be left mostly intact during the
construction project, which is expected to take about a year to complete. As a result,
administrative functions will remain in the building. However, classes and exhibitions must be
temporarily relocated.
While the proposed construction project will go through the regular development permitting
process, the Council is being asked to provide conceptual approval to the expansion at this time,
since the building is City-own property. Representatives of the Art Center will be present at the

Council meeting to display an architect's conceptual model for the proposed renovations and.to
answer.any questions that Council members-may'have.
FISCAL EAPACT
All costs of the renovation and expansion will be borne by the Art Center organization.. There
will beano fiscal impact to the City.

ATTACHMENT 1
The Art Center is committed to a renovation and expansion project and
would like to share with the City Council its earliest design concepts.
Importantly, the new facility will have well-equipped classrooms, climate
controlled gallery space required by traveling exhibits, modernized utilities
for greater safety, an elevator to provide access for all our citizens, more
exhibit space for regional and member artists, as well as an exhibit space for
selected art work from the Art Center's Permanent Collection.
It is too early for definite construction plans, but we think the original
1010 Broad Street building will be left mostly intact during the construction
project, with minimal disruption of administrative needs. However, classes
and exhibitions will need to find temporary quarters during construction. The
building project is estimated to take one year to complete, once construction
begins.
Symbolically, the Art Center will anchor the downtown cultural core,
providing a dramatic sense of place ... and it should be a building that reflects
our spirit, history and pride in our community.
