SUBJECT: Resolution to Amend the Human Relations Commission(HRC)
Bylaws
CAO RECOMMENDATION
Adopt the Resolution amending the NRC's bylaws to provide additional flexibility to the HRC in
scheduling and locating their monthly meetings.
DISCUSSION
At the NRC's April 5, 2000 meeting the commissioners reviewed and discussed the need to
formally change Article 3 (C) of their bylaws to reflect a change in venue. Meetings are now
typically held at City Hall in the Council Hearing Room rather than the Parks and Recreation
Department. In addition,the Commission supported staff's recommendation to change Article 3
(B), to allow for flexibility in meeting times if necessary. Any change in time or place would be
announced in compliance with noticing requirements.
The Commission then unanimously voted to amend the HRC's Bylaws,Article 3 (B) and(C).

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO TO
AMEND THE HUMAN RELATIONS COMMISSION(HRC)BYLAWS
WHEREAS,the HRC, at times,needs to be flexible with the starting time of its general
meetings to accommodate HRC commissioners and the public; and
WHEREAS,the HRC has changed the location of its monthly meeting, and
WHEREAS,the HRC has requested the above changes;
NOW THEREFORE BE IT RESOLVED by the Council of the City of San Luis
Obispo that the bylaws of the HRC be amended to reflect the following:
SECTION 1. Amend Article 3.B to read as follows: Regular meetings will be held
generally on the first Wednesday of the month at a specified time and place.
SECTION 2. Amend Article 3.0 to read as follows: The Commission meetings shall be
open to the public and shall be held at City Hall in the Council.Hearing Room or other
previously announced locations at specific times as required by law.

The Commission reached consensus toold the recommended award in abeyance until
after the May 3, 2000 meeting
2. ELECTION OF OFFICERS:
Commissioner Tyson nominated Commissi ner Wolff to serve as chairman. The
nomination was acc ted by CommissionetqWolff, seconded by Commissioner Av
and unanimously approved
Commissioner Nichols nominated Conmissioner Avgy to serve as vice chair. The
nomination was gg=ted by CommissionkAery, seconded by Commissioner Tyson,
and unanimously approved.
3. BYLAW CHANGES:
The Commission reviewed/discussed its bylaws,noting a change should be made to
Article 3,C,to reflect a change in venue;meetings are now held at City Hall in the
Council Hearing Room rather than Parks and Recreation Department Office.
The Commission supported staff s recommended language change to Article 3,B,to
allow for flexibility in meeting times if necessary.
Commissioner Wolff suggested the bylaws reflect that any change in time or place be
announced in compliance with noticing requirements.
Commissioner Tyson moved to recommend to the City Council amending the Human
Relations Commission's Bylaws,Article 3,B,to reflect that(1)regular meetings will be
held generally at 5:30 Rm. on the first Wednesday of the month and (2)the deletion of
Article 3. The motion was seconded by Commissioner Brown and unanimously
gpnroved.
4. WILLOW KELLEY UPDATE:
Ms. Sylvain reviewed the staff report,nota she has not heard from Ms. Kelly since the
last meeting.
Commissioner Brown commented that she vi ' ed the site and noted a need for pedestrian
safety protection because cars travel quickly own Orcutt Rd.
Commissioner Wolff expressed concern ab t Public Works making their final
recommendation before gathering public inp
