SUBJECT: LAGUNA LIFT STATION AND FORCEMAIN
REPLACEMENT, SPECIFICATION No 90006.
CAO RECOMMENDATION
Approve plans and specification for Laguna Lift Station and Force Main Replacement
Project, Specification No. 90006, authorize staff to advertise for bids, and authorize the
CAO to award the construction contract, if the accepted bid plus contingencies is within
the available budget.
DISCUSSION
The existing Laguna Lift Station and Forcemain was constructed in 1958 and is an older,
below-ground design, sewage pumping station with an Asbestos Cement Pipe (ACP)
forcemain. This lift station pumps approximately one quarter of all the City's sewage
and serves all of the Madonna Road, Los Osos Valley Road, Calle Joaquin and Lower
Higuera portions of the City. Currently the lift station and forcemain are over-capacity,
well beyond their design life, maintenance intensive, requiring a confined space entry
permit for maintenance activities and lacking emergency back-up power. Replacement of
this lift station and forcemain are identified in the City's draft Wastewater Master Plan to
provide service to new development identified in the City's General Plan and to ensure
long term reliability and low operations and maintenance costs.
In October of 1999 the City hired Brown and Caldwell Engineers to provide plans and
specifications for this project. The plans include the installation of a new above ground
lift station at the Souther end of the Water Reclamation Facility (WRF), emergency
power provided by the WRF's main generator, replacement of the existing forcemain
with approximately 2,300 of new 16"pipe that runs from the new lift station to the WRF
and removal of the existing lift station.
CONCURRENCES
• Community Development Department has determined that this project is exempt
from environmental review under CEQA and has been granted final approval by
the Architectural Review Commission.

• Public Works Department, engineering division, has reviewed these plans and
specifications and concurs with this report.
FISCAL EMPACT
The engineer's estimate for this project, including contingencies, is $1,333,000. A total
of $1,475,000 is available to fund construction and construction management. (Note:
$1,512,000 was approved in the 1999-2001 Financial Plan, Appendix B, pages 108-109,
for construction and construction management of this project. This amount was reduced
to $1,475,000 when $37,000 was transferred from the construction budget to cover the
total cost of the design services contract.) Total approved project funding is $1,682,000.
The City's Engineering Division will be analyzing capital improvement project
scheduling to determine if City staff can provide construction management or a
construction manager needs to be contracted for this project.
