Discussion ensued regarding parking changes and interim needs while the City develops more parking to offset losses. (We, as a Council, need to conclude the PDAP to move forward on additional parking and access for the downtown.) ❑ Tim Bochum reported on the Higuera Street Bridge project and the environmental problems that occurred last week. Concern was voiced over the possible delays to the project and the impacts on local business. Tim reminded the group that this delay comes out of the pocket of the contractors, and they will be doing everything possible to get back on schedule. The environ-mental degradation of the creek occurred with the third grouting of the wall (out of 99 grout fills to be done). • ❑ John Thomas presented ideas for improving the Mardi Gras parade, and finding a solution to the crowds downtown. The Board voted unanimously to support a Tuesday night parade starting at 6.33 p.m. ❑ A Cal Poly student presented plans for the downtown bicycle Criterium scheduled for Sunday, April 8, 2001 (after the Sea Otter Race). This date will provide a national event and will be placed on the national cycling calendar. The item was referred to the Downtown Association Promotions Committee. The City Council needs to know how much of it we have, where it is.kocated,the rate at which it is disappearing,and whether some of it should be zoned Agriculture. It would make sense to hold this Study Session soon, prior to the consideration of the Dalidio project if possible, since so much Ag land is slated for annexation under the present General Plan.
