Approve plans and specifications for"Street Repair Project: Higuera and South, Specification N0. 90159." 2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest responsible bid is within available budget. DISCUSSION On March 17, 2000, a significant water main break occurred in the intersection of Higuera and South Streets. The break caused significant damage to the intersection and adjacent sidewalk areas. Temporary repairs were completed within several days of the incident, but the required permanent repairs were beyond the capacity of city staff. The intersection of South and Higuera is part of Highway 227 through the City of San Luis Obispo. As such, Caltrans is responsible for the intersection and requested a meeting with City staff several months ago to discuss options for the repair work. City staff asked whether Caltrans could design the repairs and the City could fund the project. Caltrans indicated that their staff were extremely busy and could not complete design in a timely manner. Engineering consultants were contacted in the area to solicit design services, but due to the booming construction activity none of the companies could commit to the project. Utilities staff discussed the issue with the City Engineer to determine if the project could be designed by city staff on an overtime basis. The Engineering Division agreed to this strategy and the plans and specifications were completed in a very short time frame. The overtime charges were billed to the Utilities Administration budget so as not to impact the Engineering Division's budget. The actual design costs were minimal and are a fraction of what it would have cost if the City had hired an outside consultant. This project was not included in the current budget but will utilize funding as identified below under the fiscal impact section. FISCAL IMPACT This project is an emergency repair project and was not identified in the 1999-01 Financial Plan. Engineers Estimate $90,000 Contingencies $30,000 TOTAL $1209000 The Water Distribution Improvements account has $1 ,418,800 available to support this project. In addition, it is recommended that $2,000 be transferred from the Utilities Department Administration Engineering and Plan Check budget (500.55100.7231) to the Administration Overtime account (500.55100.7020)to cover the overtime required for the design of the project.
