SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR
NEW SIDEWALKS—CITY SPECIFICATION NO. 99820A
CAO RECONEWENDATION:
• Authorize the CAO to approve plans and specifications to install new sidewalks and/or
curb and gutter in various locations;
• Advertise for bids;
• Award the contract if the cost is less than the engineer's estimate.
DISCUSSION
As a part of the 1997-1998 budget,the City Council adopted a new on-going program to install new
sidewalks,and/or curb and gutter as needed.In the 1999 Council consideration of this program,the
Council directed staff to use the funds to install new sidewalks in conjunction with-the adopted
Pavement Management Plan. Thus for 1999-2000 new sidewalks were installed in pavement
maintenance area 3.
Likewise,in 1999 the City Council adopted ResolutionNo. 8980(1999 Series),attached as Exhibit
A,which guides staff selection of those areas to be selected for this work. Using that criteria,staff
has proposed Exhibit B, (pages 1, 2, and 3) which reflect construction priorities I through 4 for
Pavement Maintenance Program for area 4 4. Cost estimates are provided for each project, for
each priority group,with a cumulative total also shown. Staff is recommending all projects shown
as Priority 1 on Exhibit B for construction.Any funds remaining after these are completed would
be used for the highest ranked Priority 2 projects.
CONCURRENCES
Community Development Department has given this project a categorical exemption.

FISCAL IMPACT
The fiscal year 2000-2001 budget contains$100,000 for support of the New Sidewalk Program.
Staff recommends that this project maintain a contingency amount of 10%. Based upon priority
areas established by Exhibit B, it is anticipated that work areas 1 through 16 will be completed
under this project until the budgeted amount of$100,000 is exhausted.

• Pick and choose locations on list from Exhibit B

2001 budget)

RESOLUTION NO. 8980(1999 Series)
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
ADOPTING CRITERIA AND SITE SELECTION PRIORITIES
FOR NEW SIDEWALK CONSTRUCTION PROJECTS
WHEREAS,the City desires that its citizens have available, safe,convenient and
suitably located sidewalks; and
WHEREAS,many areas of the City do not have such sidewalks; and
WHEREAS,the City desires such areas to be improved considering needs,hazards and
the wishes of the neighborhoods; and
WHEREAS,in 1998 the Council adopted a Pavement Management Plan that created
eight major street maintenance areas and one specifically for the Downtown; and
WHEREAS,said Plan directs that significant infrastructure improvements are to be
made within each maintenance area in a consistent and logical manner, and
WHEREAS,the Council is desirous of coordinating the New Sidewalk Construction
Projects with the Pavement Management Plan to the greatest degree possible.
NOW,THEREFORE,BE IT RESOLVED by the Council of the City of San Luis
Obispo adopts the following:
SECTION 1. General Coordination and Prioritization
a. The construction of new sidewalks should occur,to the maximum extent
possible,in coordination with the management areas defined by the
Pavement Management Plan and should be prioritized as follows:
1) Locations where safety can be improved,particularly safety of
children.
2) Locations with a demonstrated pedestrian need.
3) Locations responding to a petition of neighbors representing 50%of
the owners within a block.
b. The installation of new sidewalks should include flexibility in design
when considering topography and existing trees.
SECTION 2. SSRecial Prioritization
The Council at its discretion may consider construction of new sidewalks outside of the
area priorities established by the Pavement Management Plan. In such instances priority should
be given to:
a_ Locations where safety can be improved,particularly safety of children.
b. Locations with a demonstrated pedestrian need.

Subject: Interim CDD Director
After discussing various options with CDD managers,we will not be appointing an interim CDD director.
Instead,John Mandeville(Long Range Planning),Tom Bausch (Building),and Ron Whisenand
(Development Review)will each be the"CDD director°of their own divisions, and will attend meetings
previously attended by Arnold, as appropriate to their area. Any department-wide issues will be decided
collectively among the three of them. Any matters that can't be decided in this way will be reviewed with
the CAO or ACAO,who will make the final call(not anticipated to happen, but just in case). I ask that you
do the following:
Include John, Ron,or Tom, in meetings or issues that you might otherwise have invited Arnold, if
appropriate and necessary.
In terms of what is°necessary", recognize that their time is already limited and, as such,they will not be
able to completely fill the void left by Arnold's absence. So be discriminating in asking them to attend
added meetings.
Lastly, please forward this message to appropriate staff within your departments.
Our thanks to Tom,John,and Ron for taking this on and handling the interim period in what we expect will
be a very smooth fashion.
