10/03/2000, - PARKING AND DOWNTOWN ACCESS PLAN
council memoizanbum September 1, 2000 TO: City Council FROM: John SUBJECT: Parking and Downtown Access Plan During the Study Session with the Downtown Association on Tuesday evening, some individual Council members made referenceto the long-awaited Parking and Downtown Access Plan (PDAP). Given this indication of interest, along with the near-completion of staff work following up the City Council's last guidance on the issue, I suggest that we bring this matter back to the City Council in the near future in order to give the current City Council the opportunity to complete the adoption of the PDAP, since it is this Council which has been primarily involved with this Plan. In terms of the things that seem to be "brewing", we have the initiation of the Downtown Strategic Plan, the work in progress related to the transit transfer center, the joint MOU with the County to study parking, the Chinatown/Court Street project, and a potential growing interest in updating the Downtown Physical Concept Plan over the next two years. In addition, it is my impression, based on comments made during the Study Session, that there is also a sincere interest in greater collaboration, and less confrontation. Therefore, I have instructed the Public Works Department staff to make every effort to bring the PDAP to the City Council prior to the end of your term. I envision the program coming to you in two steps. The first step shall be a Study Session as a general "refresher" on the PDAP; the second step will be a Council meeting agenda item geared toward adoption. For a variety of reasons, including workload, I envision these two meetings taking place in November. Any thoughts or comments on this planned approach please let me know. cc: Mike McCluskey Tim Bochum Terry Sanville Ken Hampian . a o§ L - 9ƒ E o . c 9 0 rur,o co = Eo & m Ea 2 o ■ 0 7 . »rA IS m CL E k _ @ ■' m ao @ k § § k02 k ] £ 3 m 0 cro E ® - < _ e o, CL E ■ ; k k § § k ƒ % & 0 CL / \\ j k / CD M cn \lb In m \ 2 § k k ƒD k % k g ■ 2 2 ` E i_ § C # k e, } k \ + ) i g Cl) § .7 I § f -02 k w 0 2 . & a ` 2 i 3 E § # o 0 § » e q C _ § / F k co \ 1 E \ 9 § \ 0 B o o R \ § s a } ( \ ( g \ CD W a \ i J 0 + / d 9 I o o 0 0 0 0 o n > c § 8 g S S § . . . coo E \ k k co CD k k \ % @cr k k aCA CA \ ( \ U) In \ `! 4 o I z z z z z z r r ) : » R 0 0-0w ® a / a E 0 9 F / § CDE E ƒ / a \l I 11 ID 0 ( CCD) _ c $ r 2 2 X 0 «_ i § < n Ec § 3 ® _ a -N = Q E 7 C. ƒ $ r ( ; § §_IQ! k ¢ k ID k\ kM / ( § W / °j \ 2 \ o%_ wJ a_ oCL 0 k / % / / B \ \ / @ \ k2k : A § ( M ` E C ms / ƒ E c © 0 8 ° c § ! /\ }/ \ / ƒ / k \ \ \ k R § § k $ c \ k 2 B § / @ > $ [ E ; 2 § k £ , c £ m \ ;a a& $ o Q 2 , m_ Ai CD ° _ § / EI \ § CD / E CA) k ® m g > % \CD 2 f % i 2 / k I 3 ; § 7 = k E n» -N i / » G ƒ \ CD 01 m k t § 0 2 f 7 ; o o SD a E : r § } CL E R i .
