SUBJECT: Utility Chemical Bids for 2001/2002
CAO RECOMMENDATION
Approve Invitation for Bids (IFB) package for 2001-2002 Water Treatment Plant and Water
Reclamation Facility chemicals, Specification No. 90169; authorize staff to solicit bids; authorize
CAO to award the contract to lowest responsible bidder(s), if bid is within the staff cost estimate;
and authorize CAO to extend contract for an additional year if chemical cost increases are within
cost of living increase.
DISCUSSION
Specifications have been prepared for the soliciting of competitivebids for chemicals required over
the next 23 months for the Water and Water Reclamation Treatment processes. The City is seeking
a 23 month contract because chemical prices have been very competitive, yet stable over the last
five years and staff does not foresee any change in that condition over the next few years. The
competitive chemical bidder list included with the package is the result of similar City requests for
bids for trent chemicals over the years. The chemicals,estimated at a combined annual cost of
$337,500 in fiscal year 01-02 and projected $347,600 in fiscal year 02-03 ($173,800 for six
months)in 2002,are listed below:

Current chemical contracts extend through January 31, 2001. This bid process is for contracts to
begin February 1, 2001 and continue until December 31, 2002. This approach will enable the
Utilities department to budget accurately for chemical costs in 2001-2002 budget development.
All chemical suppliers are required in the bid documents to supply chemicals in accordance with
applicable American Water Works Association standards and City specifications.
As in past years, specification packages will be sent to all of the various chemical companies (18)
that supply the required chemicals and the lowest responsive/responsible bidder for each chemical
will be selected to supply the City's treatment chemicals.
FISCAL IMPACT:
A total of$77,200 in the Water Treatment Plant operating budget (Water Fund) and $260,300 in
the Water Reclamation Facility operating budget(Sewer Fund) was approved as a part of the 2000-
2001 Budget to support the purchase of chemicals to treat water and wastewater(1999-01 Financial
Plan).
