HomeMy WebLinkAbout10/03/2000, C8 - SALARY RANGE ADJUSTMENT FOR ASSISTANT CITY ADMINISTRATIVE OFFICER POSITION council M f lMft 10-03-00 j ac En as Repo CITY OF SAN LUIS OBISPO FROM: Ann Slate, Director of Human Resources lN' SUBJECT: SALARY RANGE ADJUSTMENT FOR ASSISTANT CITY ADMINISTRATIVE OFFICER POSITION CAO RECOMMENDATION Adopt a resolution moving the salary range for Assistant City Administrative Officer from Range IV of the Management Salary Schedule to Range III to more appropriately recognize the role and responsibilities of the position within the City organization. DISCUSSION The position of the Assistant City Administrative Officer (ACAO) will become vacant with the appointment of the current ACAO, Ken Hampian, to City Administrative Officer (CAO) effective January 1, 2001. In anticipation of this vacancy and to assist in the selection of a new ACAO, it was necessary to evaluate the organizational structure and the division of duties between the CAO and the ACAO. With some consultant assistance,this evaluation has been completed Among the findings is the fact that the current salary range for the ACAO is not appropriate given the level of accountability expected of this position. Over the years,this position has taker a stronger role in internal oversight and operational issues. In recognition of the more clearly articulated expectations that this position is in charge of day-today operational and administrative duties and a strong"second in command", it is recommended that the salary range of the ACAO which is currently in the fourth tier of the twelve tier Appointed Official and Management Salary Schedule be moved up to the third tier. That is the highest tier for department heads and where the Public Works Director and Police Chief positions are placed. This internal salary relationship is mole appropriate given the expectations of the organization and the authority the CAO has delegated to the ACAO as a result of the increasingly complex duties that the CAO faces daily. By adopting the resolution reallocating the ACAO salary range to a higher range, the City Council will be formally recognizing the increased responsibilities that have fallen to the ACAO in recent years. This action is appropriate as the ACAO role is more clearly defined and strengthened in line with the consultant's study. This will provide the new CAO with the flexibility to meet the needs of an active and involved City Council and community while maintaining the connection with department heads and other internal leadership responsibilities. For the remainder of FY2000-2001, this equates to an estimated $2600, which includes salary and benefits. On an annual basis,this results in an increase of$5200,which has been calculated at the top of the range. Depending upon the starting salary for the new ACAO, these numbers will most likely be less. No fiscal impact is anticipated for the current fiscal year, nor will the change have any impact on the current ACAO's salary. (2000 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO CHANGING THE SALARY RANGE FOR THE ASSISTANT CITY ADMINISTRATIVE OFFICER CLASSIFICATION VV IEREAS, the City Council is committed to a comprehensive policy that strengthens the recruitment and retention of well qualified and effective management personnel;and WHEREAS, a recent review of the Assistant City Administrative Officer classification indicates that the role of the Assistant City Administrative Officer has increased over the years to include responsibility for day-to-day operational and administrative issues; and, WHEREAS,the Assistant City Administrative Officer is expected to fiinction as a strong "second in command"to the City Administrative Officer. BE IT RESOLVED by the Council of the City of San Luis Obispo that the classification off Assistant City Administrative Officer is herewith assigned to Range III of the Management Salary Schedule.
