HomeMy WebLinkAbout10/03/2000, CL1-1 - PAC FACILITIES COMMITTEE Dawn REpoit September.15, 2000 TO: Council Colleagues FROM: Dave Romero SUBJECT: PAC Facilities Committee The PAC Facilities Committee met on 9/12/00 and reviewed a number of ongoing minor projects. Parking Structure The Committee received a report on the parking structure. It will be in use on Monday, September 18, 2000,but not completed for several months due to the need for minor completion and landscape work. Improved Acoustics in Harmon Hall The Committee adopted a prioritized list presented by staff for improvement to provide better acoustics for the auditorium. The priorities included a cost/benefits judgment,thus we anticipate obtaining considerable improvements at a relatively low cost. The estimate for the first phase is$250,000. About two years ago the City of San Luis Obispo budgeted$150,000 in anticipation of this program moving ahead in the near future. DR:ss C111 baison REpont September 15, 2000 TO: Council Colleagues FROM: Dave Romero SUBJECT: Integrated Waste Management Authority The Board met on 9/13/00. The primary item of discussion was the general approval of a model construction, demolition, and recycling ordinance. This ordinance will be sent to all cities within IWMA with a request to consider adopting the model ordinance for use countywide. The ordinance calls for 2% of construction cost deposit by applicants who wish to demolish a structure while pursuing a construction project valued in excess of$50,000. If the applicant meets a 50% recycle requirements with the demotion, the fee will be returned. This ordinance is particularly important during these prosperous times when there is much demolition and construction. Had the Central Coast Mall not been recycling (and the materials deposited in the dump), that project alone would have depressed the countywide recycling average below 50%. I strongly recommend that when the model ordinance comes before the City, it will be rapidly approved. DR:ss CL2-1 ull@II�u��uIQP ��o� m Em oizan b um DATE: October 3, 2000 TO: Councilwoman Jan Howell Marx FROM: Shelly Stanwyck, Economic Development Manager 3 SUBJECT: EVC Highlights of the September 2000 Board Meeting ■ No actions were taken at this meeting because there wasn't a quorum. ■ Dave Spaur and Tom Sullivan, Chair of the Strategic Plan Committee for the EVC, gave an overview of the draft strategic plan for the organization. Areas that the plan suggests the EVC emphasize are: (1) business retention and expansion (2) business attraction program and (3) collaborative partners and business assistance programs. All programs have a countywide focus. Members of the Board will provide the Committee with feedback on the draft plan. ■ .Vic Montalban, Pac Bell, voiced his concerns and opposition to the County's recently adopted telecommunications ordinance. ■ The micro-loan program experienced a $9,000 loss. The EVC has applied for a $57,000 Cal Works Grant. They received $5,000 from Global Crossings (telecommunication company) for a site directory. The EVC is also trying to get funding from SLOCOG and its GIS grant of$350,000 for funding of its site directory. City's Contract for Regional Marketing Services with the EVC ■ For several years, the City has entered into a services contract, primarily for regional marketing services,with the EVC. The contracts are annual. A staff report regarding the EVC services contract is intended to be presented to Council at the October 17 meeting. ■ When the 1999-2000 contract was entered into the parties intended to also enter into a Protocol Agreement that would provide clarity concerning communication and our respective roles in the often fast paced and competitive, economic development environment. Because of staff changes, other high priority projects, and the expansion of the parties to the Agreement, to include all Cities and the County and the EVC, the agreement hasn't been completed. Staff will be recommending that the payment to the EVC for services be conditioned upon the execution of a Protocol Agreement (which should be completed in the near term). rauaa report MEETING AGENDA DATE 10-100 ITEM # Roj�n v-n tray son nepoRt October 3, 2000 TO: Council Colleagues i FROM: John Ewan y. SUBJECT: Air Pollution Control District Meeting of 9/27/00 Air Pollution Control Officer Bob Can-reported that the Avila mitigation fund of$890,000 grant procedure has been delayed until further hearings on the Avila water situation. The Guadalupe mitigation fund request for proposals is to be released soon. Our Air Resources Board (ARB) liaison reported that the State is staying with the Zero Emission Vehicle (ZEV) mandate at 10% of the fleet. The technology is viable, demand is higher than supply for ZEVs. The State will hold an October workshop for minor changes to the rule. The State ARB is committed to a goal to reduce diesel particulate by 90%. Rules are being developed that will require local permitting. Our Board endorsed and budgeted$50,000 for the Places3 program. This program will integrate all of the cities and County GIS information into a very flexible computer-aided urban design tool. Attached is ozone data from new and existing stations. The new monitoring stations at Lost Hills and Camp Roberts are showing a higher incidence of ozone violations than previously seen. The Board approved an agricultural diesel motor retrofit program. The County will be divided into an eastern area and coastal area. Plans are to target diesel water pumps for this year's funding.
