Approve plans and specifications for "Throop Park Restroom", Specification No. 99828. 2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest responsible bid is within the engineer's estimate. 3. Approve transfer of up to $23,000 from the Parkland Development Fund to the project account. DISCUSSION The City operates Throop Park for its recreation program under an agreement with the San Luis Unified School District. The restroom in the park is old, does not comply with the Americans with Disabilities Act (ADA) and requires significant maintenance. Replacement of the facility was identified in the 1997-99 budget on page E-29. Architect Bruce Fraser has prepared plans and specifications. Maintenance staff has reviewed the plans. The school district has been contacted and provided with plans and the City's Building Department is prepared to issue a building permit. CONCURRENCES The Community Development Department has given this project a categorical exemption. The school district and the Principal of adjacent Teach School have provided indications of support for the project. FISCAL IMPACT This project was budgeted for in the 1997-99 Financial Plan, page E-16 and 29. The total budget available was $67,000. The funding was from the Parkland Development Fund. The City has expended $7,350 for architectural services. The Architect's Estimate for this project is $82,500 including 10% contingencies. The estimated cost of this project has increased because of the time that has passed since the budget was originally established and is currently subject to some uncertainty due to the current bidding climate. An additional $23,000 may be needed to construct this project. Staff recommends the Council authorize transferring the money necessary to complete this project from the fund balance of the Parkland Development Fund. The fund has a current un-appropriated balance of$321,000.
