Gardiner, Chief of Police'J" Prepared By: Kathe Bishop, Management AssistanA4 SUBJECT: Participation in Countywide Driving Under the Influence Reduction Program CAO RECOMMENDATION Adopt a resolution approving participation in Countywide Driving Under the Influence Reduction Program and Authorizing the Chief of Police to sign all San Luis Obispo County Plays It Safe (SLOCOPS) grant documents on behalf of the City. DISCUSSION For several years, during the months of November and December, the 11 law enforcement agencies in the County have attempted to combine resources to make a concerted effort in the apprehension of drivers under the influence of alcohol and/or drugs to reduce both fatal and injury accidents. The goal of the program is to reduce DUI accidents by 10%during the holiday season of 2000. The State of California Office of Traffic Safety through the SLOCOPS grant provides funding for additional holiday enforcement. The California Highway Patrol, Office of Special Projects, has advised us that the SLOPCOPS grant proposal for 2000 has been approved. Consequently, the City of San Luis Obispo will receive reimbursement from SLOCOPS grant funds for the staffing costs association with this program. CONCURRENCES Representatives from the other 10 law enforcement agencies in the County have expressed their support for the program. FISCAL IMPACT Police Officer overtime staffing and benefits at $50 per hour, with 10 deployments totaling 160 hours will cost approximately $8,000. The City will receive full reimbursement from the SLOCOPS grant for staffing overtime and benefit costs associated with this program. Attachment Resolution CM RESOLUTION NO. (2000 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING PARTICIPATION IN COUNTYWIDE DRIVING UNDER THE INFLUENCE REDUCTION PROGRAM DURING THE HOLIDAY SEASON OF 2000 WHEREAS, the City of San Luis Obispo is committed to maintaining a safe community for its residents and visitors; and WHEREAS, the City Council, along with the community, Public Safety staff, and community service organizations,will not tolerate driving under the influence; and WHEREAS, driving under the influence exacts a high toll on human life, injury, and property damage; and WHEREAS, the law enforcement agencies in San Luis Obispo County have joined together in the fight to take swift action in identifying and removing from the roadways driving under the influence violators; and WHEREAS, the State of California Office of Traffic Safety has granted funds to the California Highway Patrol (CHP) for implementation of San Luis Obispo County Plays It Safe (SLOCOPS), and the CHP is prepared to make available necessary funding to the City of San Luis Obispo; and WHEREAS, as required by the CHP Contract Management Unit, the City Council grants authorization to the Chief of Police to sign on behalf of the City all documents associated with this grant. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of San Luis Obispo does fully recognize and commend the Police Department for their continuing effort to reduce the number of drivers that are under the influence of alcohol and operating motor vehicles, and hereby authorizes the Chief of Police on behalf of the City to sign as its agent for the DUI enforcement SLOCOPS grant.
