Approve plans and specifications for"South Higuera Rehabilitation". 2. Authorize staff to advertise for bids. 3. Authorize the CAO to award the contract if the lowest responsible bid is within the budget amount of$2,500,000. DISCUSSION The current condition of the pavement surface of South Higuera Street between Madonna Road and the southern City limit is in generally poor condition. In 1998, City staff identified this portion of roadway as a potential candidate for a pavement rehabilitation project to be funded by the 1998 State Transportation Improvement Program (STIP) Amendment Program, which are 100% State funds. In November of 1998, City Public Works staff submitted an application to the San Luis Obispo Council of Governments for funding of this project. This initial funding request was approved. These funds were allocated by the State on January 24, 2000, and the Administering Agency-State Master Agreement and Program Supplement Agreement were signed on June 12, 2000, thus authorizing our expenditure of these funds. The total amount of the State funds allocated was $1,175,000,which was the preliminary cost estimate for this project. South Higuera Street is an Arterial street in City Pavement Area 5, as identified in the 1998 Pavement Management Plan (PMP). Local streets in Pavement Area 4 are planned for major rehabilitation work in the summer of 2001, and Area 5 is planned for in summer of 2002. It is anticipated that the bid prices for the project may come in above what is funded through the STIP program. Therefore,a significant amount of the PMP funds will be needed to fund the additional costs of this project not covered by the STIP program. PMP funds for street rehabilitation are provided on a yearly basis in two categories: a) Repair of local streets within the current year's pavement area,and b) Repair of Arterial and Collector streets wherever needed most. Any PMP funds used on this project come from category(b), and funds set aside for the repair of local streets in Area 4 will be unaffected. C8-1 Council Agenda Report—South Higuera Rehabilitation—90078 Page 2 Earlier this year, Pavement Engineering,Inc., a private consulting firm specializing in pavement design and deflection testing, was awarded a contract for engineering services. They performed structural testing of selected City streets including this entire portion of South Higuera Street. Pavement Engineering conducted the tests using the dynaflect method, a nondestructive testing method of determining a street's structural integrity. As part of its contract with the city,Pavement Engineering issued its findings in a report, "2000 Pavement Deflection Analysis for City of San Luis Obispo Various Streets,"in which test results and design recommendations are presented. Several other construction projects have been incorporated into this paving project. The installation of a pipeline to be used in the future Water Reuse Project, drainage improvements along Higuera Street at Bridge Street,and frontage improvements from south of Bridge Street to Elks Lane are all being coordinated with this paving project. Each of these projects is discussed further in the next few paragraphs. Water Reuse Project: A new reclaimed water distribution system, anticipated to be in operation within the next few years, will use treated water from the City's water reclamation facility for irrigation purposes throughout the City. City Staff has been working diligently with a private consultant, Brown & Caldwell, finalizing the general schematic design of the reclaimed water distribution system. The portion of South Higuera Street from Los Osos Valley Road to Prado Road was identified as a location for one of the new distributionpipelines. Installing this portion of the pipeline now, prior to paving, will prevent us from having to trench the newly paved street in the next year or so,when the distribution system is planned to be constructed. Drainage Improvements: The area of Higuera Street from Bridge Street to 150 meters south of Bridge Street has historically been an area subject to frequent flooding. A continuous strip drain connected to a new underground stormdrain under Higuera Street will help to alleviate the flooding that occurs in this area. A 2001/02 Capital Improvement Project to improve the drainage of Bridge Street and Beebee Street will be able to connect to this new stormdrain; installing the stormdrain now would prevent having to dig up our newly paved street two years from now. Frontage Improvements(a, 1 Higuera Street: The frontage improvements of an approximately 180- meter stretch along the east side of Higuera Street north of Elks Lane are shown in a set of plans prepared by Westland Engineering Company. These plans also include improvements to the underground drainage system at this location. The plans were prepared at the expense of Mike Spangler, the owner of the property adjacent to this widening, as a condition of Resolution No. 8752 (1998 Series). This project is being incorporated into the paving project so that construction of these two projects can be streamlined and public inconvenience can be minimized. Funding for this project has been identified in the 1998/99 budget. The deadline for awarding this project as stated in the Administering Agency-State Master Agreement is within 12 months of the date of allocation of funds. That allocation date was January 24,2000. Therefore,this project must be awarded by January 24,2001,or the City may not receive the $1,175,000 grant fund from the State. Staff is requesting CAO authorization from the Council to award the project if the lowest responsible bid is within budget,however,the budget stated will contain a significant contingency so that in the case of the bids coming in higher than expected,the C8-2 Council Agenda Report—South Higuera Rehabilitation—90078 Page 3 project can still be awarded without the risk of the City losing out on this generous grant fund from the State. CONCURRENCES The Community Development Department has approved this project for environmental clearance. FISCAL IMPACT The Water Reuse Project will fund 100%of the costs associated with the installation of the reclaimed waterline: Estimated Cost Current Project Balance Reclaimed Waterline $330,000 25%contingency $82,500 Total cost(including contingency) $4129500 Water Reuse Project- 99124 $9,2209166 I Higuera Street Widening and the South Higuera Rehabilitation(paving portion of this project) will be paid out of the South Higuera Reconstruction budget(State funds) and the 1 Higuera Street Widening Project budgets until both of these project budgets are depleted.
