SUBJECT: POLYBUTYLENE SERVICE REPLACEMENTS, SPECIFICATION
NO. 90063A
CAO RECOMMENDATION
1. Approve plans and specifications for "Polybutylene Service Replacements, Specification No.
90063A."
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within the Project Budget.
DISCUSSION
Polybutylene plastic water pipe came into use in the 1970's. The City and many other agencies
allowed its use for water services. By the mid 1980's service failures began occurring. The pipe
had apparently become brittle and was failing as a result. The material is no longer allowed for
use by the City; however, an estimated 4,000 water services are believed to have been installed
using this material.
The water distribution maintenance staff can no longer keep up with the number of service
failures, numbering as high as 200 a year. An annual replacement program has been established
and will last approximately 10 years. Each year one area of the City will be researched to
determine which services are polybutylene and the replacements will take place. The areas are
selected in coordination with the City's Pavement Management Program. The replacements will
occur a year or less in advance of the paving for that area.
CONCURRENCES
Community Development Department has given this project a categorical exemption.
FISCAL IIfACT
The 1999-01 Financial Plan,Appendix B,page 90 identifies$250,000 each year for the program.
Engineer's Estimate: $ 225,000
Contingencies: $ 25,000
Total Project Budget: $ 250,000
