On September 28, 2000 City Council directed staff to scale back the Marsh Street Garage expansion, which had come in way over staff estimate, and to allow the CAO to accept a bid for its construction, without conning back to Council for approval. Instead, l would like the item to come back to Council,after going out to bid for the second time,but before funds are allocated. (It is my understanding that the project could not go out for rebid under any circumstances for approximately two months because staff is still scaling back plans). 2. The expansion of the Marsh Street Garage was excluded as matter of policy from the Downtown Parking and Access Plan(PDAP)by City Council sometime prior to 1998. Council directed that the PDAP be written as if the Marsh Street expansion already had been built. In fact, it has not yet been built. In this regard,the PDAP is based on a flawed premise. In the opinion of many residents, the expansion should have been included in the PDAP. In the interests of full disclosure of the expansion's impact on circulation,the downtown and the neighborhoods, I propose that Council consider whether the PDAP should be rewritten to include consideration of the Marsh Street expansion. In my opinion, Council needs to base decisions of this financial magnitude on hard data. 3. ' Earlier this year, the Council made a decision to take Parking Management and Alternate Transportation Funds out of the General Fund, not out of the Parking Fund. In my opinion this decision should also be reconsidered. I propose this also be put on the agenda. I request your support for placing these items on the Council agenda, perhaps when we consider the PDAP. Sia A w yc We have received an application for a new market in one of our established neighborhoods. Many people have expressed a concern about the size of the proposal, and just what constitutes a "neighborhood" store. I have been asking, and am curious to find an answer to the question, "What size does a grocery store need to be to be profitable in a neighborhood?" Many national retailers have re-evaluated the size store needed to be profitable in a neighborhood. Home Depot &Macy's are two large retailers who have recently launched new smaller retail stores for infill projects. Are other grocery retailers doing the same? I believe that it would be useful to staff,Planning Commissioners and the Council in evaluating proposed projects, to have information on current trends and minimum grocery store square footages. I am requesting Council to direct appropriate staff(perhaps the Economic Development Manager)to investigate these questions, and report back to the Planning Commission and Council. This information can be prepared as a memorandum for inclusion with the staff report that gets prepared for the overall project, as it goes through the Commission and the Council review process. The memo suggests that the September 28 council decision"to allow the CAO to accept a bid for and proceed with the construction of the Marsh Street Garage expansion"be brought back to the council for reconsideration. I feel this action would delay the garage expansion for at least another year,if not forever. It is imperative the Marsh Street Garage expansion move forward as planned. Any possible delay will have a huge impact on our Chinatown Historic District/Court Street project. The Marsh Street Garage expansion is,and has always been,a critical component of our proposed project. Had there been no plans last year for a Marsh Street Garage expansion, we would have reconsidered proposing the project. Our project's underground parking garage can only replace existing surface spaces and provides spaces for the new businesses within the project. It will not alleviate the downtown's current parking deficit,which is already at a critical point. The Marsh Stmt Garage expansion is also critical to facilitate the timely construction of the project. Our MOU with the City states that the Court Street phase of the project cannot begin until the Chinatown parking garage component(that we are building for the City)is guaranteed to be finished. Additionally, we must mitigate the impacts on parking during the course of construction. To mitigate and help ease the loss of parking during construction,our intention is to begin construction on the Chinatown site after the Marsh Street garage is completed. By phasing construction this way,the temporary loss of existing surface parking spaces between Monterey and Palm Streets will be alleviated. If the Marsh Street Garage expansion does not begin next Spring,as planned, our construction schedule cannot be met,we stand to lose our committed tenants,and the risks and uncertainties surrounding the project may become too great to proceed. In addition,with no Marsh Street Garage expansion,it would be difficult for the City to justify the parking deficit the Chinatown/residential component will create in the downtown core. Bringing a development of this magnitude through the political and governmental processes is very expensive. The EIR is currently out to bid and we must bond the contract in January. We need to determine if any insurmountable obstacles exist before taking on the EIR obligation and proceeding to the next phase of the development process. Not moving forward with the Marsh Stmt Garage expansion could be an insurmountable obstacle. Before proceeding,we need to know where the new council stands on this issue so we can make our decision whether or not to continue with the Chinatown/Court Street Project. I know you are aware of the tremendous contribution to public safety this service has been in the past six years. The Safe Ride Home Program is on track to provide over 6,000 rides during the Year 2000. Our program has always been a partner with your department in reducing the number of people driving under the influence of alcohol and getting people home safely during the late hours. City staffbas indicated that the only source of fimding within the budget would be from public safety funds. I am requesting that you look at your budget and available grants to see if SLOPD could fund$5,000 of the$20,000 cost to operate this service. With this level of support from your department,the Safe Ride Home Program would become a service offered by the San Luis Obispo Police Department. Your department would be considered a pioneer in using a two prong approach to reducing DUIS: strong enforcement and an easy,transportation alternative to getting behind the wheel while intoxicated. Ride-On would market this service highlighting the sponsorship by your department. In the year 2000, the Safe Ride Home Program will provide more than 7,000 rides. This program has shown to be an effective means of reducing DUI arrests in the City of San Luis Obispo, while also providing a safe transport for people stranded after dark. Instituting a program with our Police Department will provide a two-prong approach to reducing DUIs. Strong enforcement and an easy transportation alternative to getting behind the wheel will strengthen our departments goal of securing the safety of all of our citizens. I have discussed this proposal with Chief Gardiner, and received his support for this program and our investment. It is important to note that this after-dark transportation is not only for those who have been drinking, but also for those who may find themselves stranded and in need of alternative transportation. To become a sponsor of this major safety program, an allocation can be considered during our review of the Mid-Year Budget report in February 2001, with such direction to staff. I am asking the Council to budget $5,000 in the current fiscal year for the Safe Ride home Program. Providing safe transportation to stranded and intoxicated people in our community makes good sense, and at a minimal cost of 75 cents per ride. I appreciate your consideration of this request. Your city staff directed us to contact Chief of Police, Jim Gardiner, to seek funding of$5,000 as part of his efforts to reduce DUIs and alcohol related accidents with in the City of San Luis Obispo. I have enclosed our letter to the Chief on June 30, 2000. Ride-On TMA is providing a SAFE RIDE HOME Program within the City of San Luis Obispo on every Thursday, Friday, and Saturday evening between the hours of 9 pm and 3 am. The Safe Ride Home Program transported almost 5,000 riders during 1999. In the 2000 year, the Safe Ride Home Program will provide over 7,000 rides. We believe the effectiveness of this program has contributed to the decrease in DUI arrests in the City of San Luis Obispo in the last year, despite the major increase in other alcohol related arrests. I am asking the City Council to dedicate $5,000 during the current fiscal budget to support this major safety program.
