McCluskey, Director of Public Works Prepared By: Barbara Lynch, Principal Civil Engineer SUBJECT: COMMUNITY CENTER REMODEL DESIGN SERVICES: SPECIFICATION NO. 90163 CAO RECOMMENDATION 1. Approve the Request for Proposals for design and hazardous materials services for the remodel of the Community Center. 2. Appropriate an additional $25,000 from the General Fund for design services. 3. Authorize staff to advertise for proposals. 4. Authorize the CAO to award the design contract if the proposal cost is within the fee estimate of $45,000. DISCUSSION As part of the 1999 -01 Financial Plan Supplement for 2000 -01, the Council has given direction for the conversion of the existing Recreation Center Building and the attached Boy Scout building at the corner of Santa Rosa and Mill streets to a Community Center. This primarily involves bringing added senior services to the center and making use of the now vacant Boy Scout building which fronts on Mill Street. Senior services will continue to be provided at the Senior Citizens Center of Santa Rosa and Buchon streets. Remodeling Engineering met with Building Maintenance and Parks and Recreation staff. Both buildings were reviewed to make sure concerns about the buildings were addressed in any remodeling project. A couple of minor issues, air circulation and sound proofing in the gym, surfaced from the Building Maintenance staff. Building Maintenance will also be submitting a request through the budget process for the construction phase of reroofing the Recreation Center building, as several leaks were apparent. Parks and Recreation agrees with the improvements suggested by Building Maintenance for the gym and would like to include some others to allow for larger senior gatherings and dances. The Request for Proposals has incorporated these items, along with the proposed roofing, for the architect to work on. Cost estimates will be developed early on to determine if sufficient funds will be available to do the additional work. Staff will look at design and budgeting options at that time. Hazardous Materials When the previous remodel of the Recreation Center was completed several years ago, asbestos and lead abatement was completed at that time. We do not anticipate finding any in the main building. In making a site review of the Boy Scout building, the floor tile appeared to be an old style commonly containing asbestos. The paint is peeling as well and should be checked for lead content. Most architects cannot cover hazardous material work under their insurance, so staff will need to hire an industrial hygienist, under separate contract. C11 -1 Council Agenda Report — Community Center Remodel Design Services Paqe 2 FISCAL IMPACT Design Costs The following compares revised design cost estimates with the budget for this work: Estimated Cost of Design Services $40,000 Estimated Cost of Industrial Hygienist Services 5,000 Contingencies 10,000 Total $55,000 Existing Budget 30,000 Additional Appropriation Needed $25,000 Funding for these additional design costs is not available within existing resources. As such, we recommend appropriating $25,000 from the unreserved General Fund balance. Based on the 1999 -01 Financial Plan Supplement, Council- approved changes since then and year -end results for 1999 -01, this will result in an ending fund balance that is 22% of operating expenditures compared with our policy minimum of 20 %. Construction Costs The 2001 -01 Supplement showed estimated costs of $270,000 for construction in 2001 -02. Of this amount, $135,000 is projected to be funded from a State grant. However, no funds have been formally appropriated for construction since this is outside of the two -year Financial Plan period. As such, construction funding for this project will come forward as part of the 2001 -03 Financial Plan. However, it should be noted that asbestos abatement was not included in the original project estimate. If asbestos and lead are found, staff estimates the abatement work will cost an additional $10,000 to $15,000 beyond those costs shown for the Industrial Hygienist. The costs could vary a great deal depending on what is found or not found. The contingencies for the hygienist should cover the costs for their work during abatement. It will have an unknown impact on the overall project and budget; however, it must be completed for any remodeling work to be done. Hopefully, we will have better estimates for construction costs for inclusion in the Preliminary 2001 -03 Financial Plan as design goes forward. ATTACEUAENTS Exhibit A - Description of Work for Design Services Exhibit B - Description of Work for Hazardous Material Services The Request for Proposals for Community Center Remodel Design Services and Hazardous Materials Assessment are on file in the Council Office for review. p:1o1d9s190183 community eemer%_staff mports190183a adv.doc C11 -2 Section A DESCRIPTION OF WORK BACKGROUND & SERVICE GOALS The Parks and Recreation Department of the City of San Luis Obispo has been given direction to modify the existing City Recreation Building at Santa Rosa and Mill streets to expand the City's Senior Programs and make the existing facility into a Community Center. The City has also recently acquired the use of an adjacent building, formerly occupied by the Boy Scouts. The main building is anticipated to handle the Senior lunch program, which is a food service program, morning coffee, cards, cooking classes, catered meals, speaker forums and dances. The adjacent building, which fronts on Mill Street, is to be used for one on one meetings for seniors with advisors or representatives and small group activities. Because the gym is used for activities such as basketball and aerobics, a breezeway is desired to connect the main building with the building housing senior services. This will allow travel between the two main areas of senior activity without having to go through the gym. The City is currently working on a hazardous material check of the former Boy Scout building. If abatement is required, the City will arrange for that to occur prior to the construction contract. The main recreation building was abated several years ago. See the attached sketch of the buildings. DESCRIPTION OF WORK The City is looking for an architect with a kitchen specialist to prepare plans and specifications for an interior remodel of a portion of the Recreation Center Building and the adjacent building. The architect will be expected to: ➢ Work with the City Recreation and Public Works staff to clearly define the project, attending meetings as needed to do so. ➢ Provide the information and recommendations for the selection of appropriate appliances for the kitchen and flooring. ➢ Provide draft plans and updates during the duration of the design to ensure City requirements and goals are being met. ➢ Provide cost estimates during the design process to keep the City current on the anticipated costs. ➢ Be responsible for code compliance, not relying on the City Building Department. ➢ Complete the processing of the project through the City Building Department making corrections as required to meet their requirements. ➢ Submit plans and specifications to the City Public Works Department making corrections as required. ➢ Prepare plans that do not rely on details or make references to sheets of other areas to allow the project to be bid in phases. Provide a complete set of plans and technical specifications using the metric system of measurements, on City plan sheets with technical specifications written to work in conjunction with the City's building Contract Documents. C11-3 The City will provide: • Electronic copies of AutoCAD plan sheets and Contract Documents. • Guidelines for working in the metric system. • Copies of the previous Recreation Center remodeling plans. PROJECT SCOPE Staff from the Parks and Recreation Department and Public Works Department have reviewed the site and the project goals and compiled a list of the basic work to be done. This should not be interpreted as a complete list to meet code and building department requirements or as a detailed list of everything needed to complete the scope outlined. The City will be relying on the expertise of the Architect for guidance and recommendations for an improved facility as well as detailed scoping. 1. Kitchen a. General: i. Sprinklers exist — designer to be responsible if any modification is required. ii. Architect to review existing electrical service for adequacy. iii. Kitchen is to be open to the rest of the room. Can be positioned at any location as best suits the use and area. iv. Architect to make a recommendation on kitchen location. Tentative location along north wall — no windows existing. Counter could run along under windows. b. Appliances: L Refrigerator (no freezer) ii. Ice maker— separate from refrigerator iii. 4 burner electric flush top stove $ griddle iv. 2 ovens v. Type 1 stainless steel hood w/ Ansel R -102 suppression system (upblast) - roof penetration required. vi. Warming unit in serving island vii. Cooling unit in serving island (holds ice / has drain for melt) viii. Cupboards ix. Stainless steel double sink with integral splash (no dishwasher) c. Counter space enough for: L Microwave ii. Remove flooring b. Install carpet, same as main room 5. Gym a. Main room: i. Provide ducting across ceiling area on both sides to distribute air. Include protection of the duct work from ball damage. ii. Replace carpet on walls with better, hardier acoustical material to allow for speaker presentations and handle the sports impacts. b. Stage area: i. Create center area for music combo. ii. Need a door of some sort at the existing wall on the stage to prevent balls going back stage but which can be opened for the stage use. iii. Create two storage areas on either side of the center stage. iv. Remove grill work from around ducts. v. Paint 6. Locker Rooms a. Modify locker rooms to meet current ADA standards - known deficiencies are: i. Towel dispensers in mens and womens ii. ADA stall in womens iii. ADA (Braille) sign for mens and womens 7. Senior Service Building (former Boy Scout Building) a. Main interior: i. Remove kitchen ii. Leave configuration generally as is — main room and at least two enclosed offices. Back room, kitchen and bathrooms can be modified as needed to get ADA bathroom(s). iii. Remove flooring iv. Remove existing heating unit in the floor and replace flooring v. Install new bathroom flooring vi. Install new carpet vii. Install HVAC viii. Install counter with sink in the main room. ix. Provide room for 1h size refrigerator, microwave and coffee maker at the sink area. C11-5 c i _t A x. Paint b. Back interior (primarily for use as access to breezeway): L Verify floor elevations will work with adjacent exterior walk way to form breezeway ii. Raise floor iii. Install storage area if possible iv. Install door to breezeway 8. Breezeway a. Exterior: i. Remove some landscaping and modify irrigation as needed. ii. Build raised walkway — leave area for ventilation from below grade vents. iii. Walkway design to address skateboarders and overnight sleeping to prevent or minimize these uses. iv. Provide lighting of breezeway. b. Interior: i. Build new exterior door penetration into main building at storage room. ii. Build new wall and door for storage room. iii. Remove doorway between storage room and locker room hall. iv. Replace flooring from new exterior door to main room along existing locker room hallway — non slip, easy clean up for wet / muddy feet. The City also wishes to reroof portions of the structures as needed. FUNDING AND TIMING The City has currently allocated $300,000 for this project. Staff wants to proceed with as much of the project as possible and have an estimated cost to complete any remaining work. The funding for construction will be available in July 2001. Staff would like to begin construction by the end of the year. C11 -6 Section A DESCRIPTION OF WORK The City has recently acquired the use of a building formerly occupied by the Boy Scouts. The City is looking for a hazardous materials specialist to make a complete assessment of the building for hazardous materials prior to the City completing a remodeling effort.
