DISCUSSION Hydro - cleaning is the primary method utilized by the City for cleaning and maintaining the wastewater collection system. The City's wastewater collection section uses a hydro - cleaner combination unit that uses high- pressure water to scour debris and remove roots from sewer lines, then vacuums up the debris for disposal. Currently this is being performed using the City's 1994 Camel hydro- cleaner combination unit. The truck is operated on a daily basis and, alone with the wastewater collection system's computerized maintenance program, is the primary tool used by staff to efficiently and effectively maintain the City's wastewater collection system. Routine and thorough maintenance has resulted in significantly reducing wastewater overflows and controlling operating costs. This unit is used constantly during normal working hours and for emergency calls and must be in operating order_at all possible times. A reliable hydro- cleaner combination unit truck is critical for the operation and maintenance of the wastewater collection system. The current hydro - cleaner truck has had excessive ongoing major maintenance costs and experienced long periods of downtime resulting in the vehicle being undependable and expensive to operate. This unit is nearing the end of its effective operational life and becoming more difficult to operate and maintain on a routine basis. The replacement of this vehicle will result in a more efficient maintenance of the City's wastewater collection system, reduce vehicle operation and maintenance costs, and provide reliable response to wastewater overflows. Staff is seeking approval of an RFB for a new hydro - cleaner combination unit that will have many new safety features, require less water for cleaning and is smaller and easier to maneuver while providing the same level of service as the City's current larger unit. The RFB also requires the bidder provide a bid for purchase of the City's 1994 Camel hydro - cleaner truck. Because of the difficulty auctioning specialized equipment locally, the residual value of the truck and the vendor's enhanced ability to resell this specialized vehicle, staff feels that this approach will give the City its best sale value. A minimum bid for $60,000 is requested and is the industry's going price for a hydro - cleaner of this type and age. C2 -1 Council Agenda Report—Report Title Page 2 CONCURRENCES Public Works Department, fleet coordinator, has reviewed this RFB and report and has determined that it conforms to the City's fleet management policy and concurs with the recommended action. FISCAL IMPACT The total estimated purchase price of the Hydro - Cleaner/ Combination Unit is approximately $210,000. The RFB requires a minimal trade -in value for the 1994 Camel unit at $60,000, so the net cost will be $150,000. A total of $150,000 has been approved for this purchase as outlined in the 1999 -01 Financial Plan, appendix B, pages 129 -131. This alternative is not recommended. Denial of this purchase may result in excessive vehicle maintenance, repairs and costs. Impacts may include extended amounts of vehicle downtime and unreliability of the vehicle. Vehicle unreliability could jeopardize workload completion and increased sanitary sewer overflows that have health and safety consequences and may also result in the possible fines from State and Federal agencies.
