McCluskey, Director of Public Works Prepared By: Barbara Lynch, Civil Engineer SUBJECT: SEWER, WATER & STREET IMPROVEMENT PROJECT: SANTA ROSA — MONTEREY- CALIFORNIA, SPECIFICATION NO. 90151 CAO RECOMMENDATION 1. Approve the award to and execute a contract with Granite Construction in the amount of $1,646,832 for the Sewer, Water & Street Improvement Project: Santa Rosa — Monterey - California, Specification No. 90151. DISCUSSION On October 17, 2000 the City Council authorized staff to advertise the improvement project on Santa Rosa, Monterey and California streets for bids and authorized the CAO to award the project if bids were below the Engineer's Estimate. Bids were opened on November 29, 2000 and were above the Engineer's Estimate. In accordance with Council policy, award of the project, when circumstances such as this occur, becomes the responsibility of the City Council. Four bids were received with the low bidder being Granite Construction Company. The bids were reviewed and all four submitted were close to each other indicating the bidders viewed the project from a similar perspective. That being the case, it is unlikely the bids would change if the project were rebid. Most likely the high costs reflect the current busy construction environment. This project is an important one for the Utilities Department because it replaces several aging and poor condition lines. In some blocks there are multiple lines, originally installed to add capacity to the system. The poor condition and the number of lines require considerable maintenance effort to keep the system working and the Utilities Department is anxious to complete this project. CONCURRENCES The Utilities Department concurs with the recommendation to approve the award. FISCAL IMPACT These projects are identified in Appendix B of the 1997 -99 Financial Plan pages 53 and 66 and in the 1999 -01 Financial Plan, page 78. The original Engineer's Estimate for the project at the time of advertising was $1,331,000. Current estimated costs areas follows: Funding for the sewenmain portion of the project will come from the Collection System Improvements account, which currently has a balance of $900,000. Funding for the watermain C4 -1 Sewer Water Paving & Drainage Construction $790,000 $426,000 $432,000 $80,000 $44,000 $43,000 -Contingencies Total Cost: $870,000 $470,000 $475,000 Total Estimated Project Cost with Contingencies: $1,815,000 Funding for the sewenmain portion of the project will come from the Collection System Improvements account, which currently has a balance of $900,000. Funding for the watermain C4 -1 Council Agenda Report Sewer, Water & Street Improvement Project: Santa Rosa — Monterey - California Page 2 portion of the project will come from the Distribution System Improvements account, which currently has a balance of $1,400,000. The majority of the funding for the drainage and paving portions of the project has already been transferred to the project account from a combination of Public Works operating accounts for minor improvements and the Street Reconstruction project account. An additional $20,000 will be added from the Street Reconstruction account, which currently has a balance of $1,500,000, to provide the necessary contingency funding. The fact that the cost of these projects is higher than anticipated at the time the budget was prepared will mean that some projects lower on the priority list will have to wait a year to be constructed. ALTERNATIVES The City can reject all the bids and rebid the project. Because there is nothing unusual about any of the bids staff does not believe there would be a reduction in the bids. Businesses along upper Monterey have expressed a preference for this work to be done during the winter, after the first of the year. WITNESSETH: That the Owner and the Contractor for the consideration stated herein agree as follows: ARTICLE 1, SCOPE OF WORK: The Contractor shall perform everything required to be performed, shall provide and furnish all of the labor, materials, necessary tools, expendable equipment, and all utility and transportation services required to complete all the work of construction of Sewer, Water & Street ImprovementProiect: Santa Rosa— Monterey- California, Specification No. 90151 in strict accordance with the plans and specifications therefor, including any and all Addenda, adopted by the Owner, in strict compliance with the Contract Documents hereinafter enumerated. It is agreed that said labor, materials, tools, equipment, and services shall be furnished and said work performed and completed under the direction and supervision and subject to the approval of the Owner or its authorized representatives.
