CAO RECOMMENDATION Adopt a resolution supporting the Governor of California's request to reduce energy consumption and the City's commitment to ongoing energy conservation. DISCUSSION The. State of California has been experiencing severe power shortages due to a variety of reasons ranging from the weather to the deregulation of the electric industry. In an effort to assure the federal government that the state is serious about resolving the energy emergency, Governor Gray Davis directed all state facilities to reduce their energy consumption by 5% by January 16, 2001 with a long term goal of reducing electrical use by 7 %. Additionally, the Governor requested, via the California League of Cities, that all cities in the state take similar actions in an effort to avoid rolling blackouts and to stabilize energy consumption statewide. To further demonstrate support of the reduction goals solicited by the Governor, the League of California Cities requested that each city adopt a resolution endorsing the Governor's call to action. Staff has developed an "Energy Curtailment Plan" which focuses on the short term reduction in electrical uses within City facilities. The measures include reduced lighting in work areas, the curtailed use of space heaters, using the energy saving mode in copiers and turning off all non- essential electrical uses within work areas. Additionally, the water treatment facility has made operational changes which will allow for the plant to be shut down at 4:00 p.m. in order to avoid the evening peak demand period. It is important to note that the measures implemented will not jeopardize the publics health, safety or the quality of services provided by the City. Reaching the long term goal of reducing energy consumption by 7% may be more difficult. During the past decade, the City has undertaken numerous energy saving projects including lighting upgrades, pump and motor retrofits and heating and ventilation improvements. Staff is committed to the continued examination of new energy saving opportunities and will bring forward any projects that will yield cost effective savings. FISCAL IMPACT There is no direct fiscal impact associated with the recommended action. Any recommended energy saving project would be presented to the Council on a project by project basis. (2001 series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO SUPPORTING THE GOVERNOR OF CALIFORNIA'S REQUEST TO REDUCE ENERGY CONSUMPTION AND THE CITY'S COMMITMENT TO ONGOING ENERGY CONSERVATION WHEREAS, California faces unprecedented energy challenges and severe electricity supply shortages; and WHEREAS, the importance of immediate energy conservation efforts cannot be overstated; and WHEREAS, Governor Gray Davis has asked all Californian's to reduce electricity use by 7 %; and WHEREAS, to demonstrate California's commitment to conserve electricity, the Governor has directed state agencies to reduce electricity use in state facilities by 5 %, and has asked cities to do the same; and WHEREAS, the City of San Luis Obispo is committed to the efficient use of all resources and ongoing energy conservation. BE IT RESOLVED that the City of San Luis Obispo has taken actions to immediately reduce electricity by 5 %; is committed to reducing its ongoing electricity use by 7 %; and urges its residents and businesses to also reduce ongoing electricity use by 7 %.
