SUBJECT: APPOINTMENT RECOMMENDATIONS TO THE
MASS TRANSPORTATION COMMITTEE
RECOMMENDATIONS:
Make the following appointments:
1. Appoint Ann Wager as Member-at-Large to fill an unexpired term to begin immediately
and end on 3/31/03.
2. Appoint Jean Knox as Business Representative to fill an unexpired term to begin
immediately and end on 3/31/02.
3. Appoint Jim Weir as Member-at-Large to a four-year tern to begin immediately and
expire 3/31/05.
4. Appoint Bob Johnson as an Alternate Member-at-Large to a three-year term to begin
immediately and expire 3/31/04.
5. Appoint Richard Lee as Technical Representative to a four-year term to begin 4/1/01 and
end 3/31/05.
DISCUSSION
As you know, the Council recently approved expanding the Mass Transportation Committee
(MTC)by two members-at-large, increasing the membership to nine. In addition, the MTC has
two vacancies due to the resignation of two members. The current technical representative to the
MTC, Dr. Walter Rice will have served two full terms, the maximum allowed, at the end of
March. That appointment will not begin until 4/1/01.
After an extensive recruitment process and interviewing several applicants,the Council Liaison
Subcommittee is very pleased to recommend the candidates listed above. These appointments
will bring the MTC to a full complement of members.
Copies of nominee applications are attached for your information. Others are available for
review in the Office of the City Clerk.

I believe that good public transportation that is available to all citizens makes a city a much more pleasant
place to live. San Luis Obispo is at an important juncture in its growth process. I think that the decisions
made about transportation and housing at this point will have an important impact well into the future. It
would be exciting to be a part ofthat decision-making process.
Public transportation has been an interest for many years. My first major full-time employment(from 1973—
1975)was with a transportation planning company, parsons-Brinkerhoff-Tudor-Bechtel We prepared a
countywide bus service study for San Mateo County as part ofthe final work on the BART system.
In San Luis Obispo, I have been involved in raising my fitmily for the past 14 years, and there has not been
much time to participate on committees. With regard to bus transportation,to be honest, with three children
three schools and sports all over town, in
we don't use the bus a lot, and sometimes when it would have been
helpfid,the level of service was not quite there.
Since my children are older and there is more time, I would love to have the excuse to ask about and absorb
the details about routes, contractors for service, transportation costs relative to the City budget,
interrelationships with Ride-Oa, CCAT, etc., what new technology exists, and what other cities do.

APPLICATION FOR ADVISORY BODY APPOINTMENT
Why I would like to serve on the City's Planning Commission(first choice)or the
Human Relations Commission(second choice).
I feel that everyone should do whatever they can to make the city in which they live the
best possible place for everyone. For this reason, I have been active in the local
goverment of every city I have lived in. While I was a resident of Atascadero from Jan.
1988 to Nov. 1997, I volunteered my time to serve the citizens and City of Atascadero as
a member of the Planning Commission. I had to resign from that commission in Nov.
1997 when I moved to San Luis Obispo.
Over the years I have developed the ability to work with others, regardless of their
background or beliefs. I think I am able to do this because I am willing to listen to all
viewpoints and to consider them along with my own. We don't all look at a problem
through the same magnifying glass or at the same angle. We look at things differently,
and have different priorities and to be a good advisor to the City Council, one must be
able to consider this. While working with Caltrans as a Civil Engineer and serving on the
Atascadero City Planning Commission I gained a great deal of experience dealing with
different city governments, private organizations and various community groups.
San Luis Obispo is the most beautiful city I have ever lived in. I am retired from my job
and am now a permanent resident of San Luis Obispo. I am not going to move again. I
love it here and intend to stay`Til death due us part'. I therefore want to be active in the
city government and can commit as much time as is necessary to do my part for the good
of the city.
