SUBJECT: Confidential Employees' Compensation Adjustments
CAO RECOMMENDATIONS:
Adopt a resolution adjusting compensation for the City of San Luis Obispo Confidential
Employees.
DISCUSSION
The City's confidential employees are not represented by a collective bargaining unit in
accordance with the Government Code and therefore do not formally negotiate with the City with
regards to their compensation and terms and-conditions of employment. The clerical support to
the City Administrative Officer, City Attorney and Human Resources Director and the Human
Resources Technician are the confidential employees. Due to the similarity of these positions
with those represented by the San Luis Obispo City Employees Association (SLOCEA) staff
recommends extending to the confidential employees a similar total compensation adjustment as
Council has authorized for SLOCEA.
In recognition of the specific interests of this group which were to place a greater focus on
adjustments to salary rather than augmenting other benefits, the following adjustments are
recommended:
• Salary increases of 3.75% effective the first full pay period in January 2001, 2.25%
(7/1/01), 3% (1/01/02) and 2% (7/1/02).
• An additional four hours of administrative leave increasing their total to 12 hours
annually.
• $40 increase to the City's contribution to the cafeteria plan increasing their total to $460
effective January 1., 2002..
• Increase unused sick leave pay outs upon retirement after 25 years of service to 20% and
after 30 years of service to 25%.
Although the specific components of this economic package vary slightly from the SLOCEA two
year agreement the Council is requested to approve on February 6, 2001, the costs in proportion
to the total compensation for each group are the same.
FISCAL IMPACT
The confidential employees total compensation is approximately $205,000. The cost of this
resolution is approximately $9,600 in year one and $11,700 in year two,with ongoing annual costs
of approximately $23,000. Funding is available in the existing fund balances for the first six
months of the agreement that fall in the 2000-2001 Financial Plan. Funds will be appropriated in

FY01-02 and FY02-03 as part of the upcoming two-year financial planning process in accordance
with the resolution.
ALTERNATIVES
The confidential employees could be asked to receive an identical package as was agreed to by
SLOCEA. However, the package as proposed above more closely meets their individual needs
and is responsive to their particular interests at this time. Although not required, the confidential
employees have indicated that the proposed package is acceptable to them. It has been the City's
practice in establishing compensation with employees to tailor the adjustments for the various
employee groups, whether represented or unrepresented, to the specific interests of each group
within broad Council parameters. This proposal accomplishes that.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
ADJUSTING THE COMPENSATION FOR THE CITY'S CONFIDENTIAL EMPLOYEES
FOR THE PERIOD OF JANUARY 1,2001 THROUGH DECEMBER 31,2002
WHEREAS, the City of San Luis Obispo designates the Executive Assistant to the City
Administrative Officer, the Executive Assistant to the Director of Human Resources, the Legal
Assistant/Paralegal and the Human Resources as confidential employees pursuant to the
Government Code,
WHEREAS, as such, confidential employees are precluded from collective bargaining and
therefore are not governed by a collective bargaining agreement,
WHEREAS, the wages, hours and other terms and conditions of employment for
confidential employees are established by resolution,
BE IT RESOLVED, that the City Council of the City of San Luis Obispo hereby resolves
as follows:
SECTION 1. The salaries of the confidential employees shall be increased by 3.75%
effective the first day of the first full pay period of January 2001, 2.25% effective the first day of
the first full pay period in July, 2001, 3% effective the first day of the first full pay period of
January 2002, and 2%effective the first day of the first full pay period of July 2002.
SECTION 2. The cafeteria plan contribution for confidential employees shall be increased
to $460 per month effective the first day of the first full pay period of January 2002.
SECTION 3. The unused sick leave cash out upon retirement provision shall be increased
to provide for 20%cash out after 25 years of City service and 25%after 30 years of City service.
SECTION 4. Administrative Leave shall be increased an additional 4 hours for a total of
12 hours.
