Neumann, Fire Chief 0 SUBJECT: AMEND AN EXISTING AGREEMENT WITH CALIFORNIA POLYTECHNIC STATE UNIVERSITY TO INCLUDE A PILOT PROGRAM RELATING TO EMERGENCY MEDICAL DISPATCH SERVICES CAO RECOMMENDATION Approve an amendment to the existing contract with Cal Poly to allow the Fire Department to do a pilot program of providing Emergency Medical Dispatch(EMD) Services to the University for a period of five months and authorize the Mayor to sign the agreement. DISCUSSION Since 1983, the City and the University have had a long history of shared fire protection services. In 1993 the University disbanded its Fire Department and contracted with the City to provide fire related emergency services. In 1996, the original contract was revised slightly, renewed and is due to expire in July of this year. The University is very happy with the overall results of contracting for its emergency services and would like to enter into another five-year contract. However, we would like to amend the contract to test a pilot program. There are a number of issues driving this request. 1. Approximately two years ago, the City instituted an Emergency Medical Dispatch (EMD) Program. The University has recently adopted a similar program in their dispatch center and is requesting that we respond to certain types of medical calls currently not covered in the contract. This program allows the Communication Technician to: a. Determine the priority of a medical emergency. High priority medical calls meet certain life-threatening criteria as outlined in the EMD program. They include: heart attack, difficulty breathing and severe trauma. Low priority emergencies consist of sprained ankles,minor cuts, etc. b. Provide life-saving pre-arrival instructions to the caller. 2. Over the last five years the University has improved its built-in fire protection system. A new water system, fire alarm systems, an alarm service technician are now in place. These should allow the University to better manage its call-load and reduce the number of"nuisance" calls that the Fire Department is currently responding to. These types of calls have become excessive. C4-1 Council Agenda Report—Amend an Existing Agreement with Cal Poly Page 2 Staff is proposing, that over the next five months, we respond to high priority medical service calls in order to develop statistics which will be the basis for the next contract. Staff needs a better understanding of how many medical calls could be involved on the campus with the implementation of the EMD Program. We know how many medical calls we respond to per capita in the City. However, the University's demographics are completely different than that of the City. Staff has had discussions with other cities that provide emergency medical response to campuses and has discovered there are no comparable situations. Relating to the second issue of nuisance calls, it should be noted that currently we respond to the university an average of 60 times a year. Staff believes that even with the inclusion of the EMD program, this number will remain unchanged. We expect to accomplish this through the University working rigorously to control their "honest mistake" calls by educating dormatory staffs, maintenance workers and outside contractors, all of which currently contribute to a higher than normal false alarm rate. FISCAL IMPACT The requested action will have no direct fiscal impact. However, it will give staff a good sense of how a new contract might be developed. Conceptually, both parties have been discussing a new contract which would be performanced based. For a lump sum, the University will be allowed a certain type and number of calls categorized into groups. Should the University exceed the number of allowed calls in any group, a pre-established fee would be imposed. ATTACHMENTS Addendum No. 1 C4-2 FROM : Cal Poly Risk Mamt FAX NO. Jan. 10 2001 04:05PM P4 ADDENDUM NO. 1 The Agreement for Fire-Related Emergency Services executed between California Polytechnic State University, San Luis Obispo, Ca 93407,and the City of San Luis Obispo, California is amended as follows: ATTACHMENT C PRE-.HOSPITAL EMERGENCY CARE—PILOT PROGRAM The University wishes to establish an Emergency Medical Dispatch(EMD) program which will determine the priority of the medical emergency and provide pre-arrival instructions to the caller. To assist the University with its implementation of FMD,the City agrees w provide emergency medical support to the University,when the program is in operation, for the remainder of this contract. For purposes of pre-hospital emergency care,the University recognizes that there will be Priorities which will dictate the City' pre-hospital emergency care capabilities. 'Subsequent to prioritizing . emergencies based on life safety,the City will deliver available resources to assist the University in its mitigation efforts. If additional emergency response resources are needed,they will be accessed through the Mutual Aid System already in place.
