CAO RECOMMENDATIONS:
1. Approve plans and specifications for "Traffic Signal Interconnect Conduit — Winter
2001"
2. Authorize staff to negotiate a change order for this project with the contractor for the
South Higuera Street paving project

DISCUSSION
In August 1998, $175,000 of Urban State Highway Account (USHA) funds were allocated to the
City of San Luis Obispo by SLOCOG for the purpose of completing the system of underground
conduits that link all traffic signals operated by the City.
Currently 34 of the City's 50 traffic signals are interconnected through existing underground
conduits. Five of the signals that currently are not interconnected are located along South
Higuera Street between Margarita Avenue and Los Osos Valley Road. Underground conduits
currently exist along South Higuera Street between Margarita Avenue and Prado Road, and
between Tank Farm Road and Los Osos Valley Road. In order to connect these signals to the
existing system it is necessary to install underground conduits along South Higuera Street
between Tank Farm Road and Prado Road, and along Prado Road between South Higuera Street
and Elks Lane. This conduit installation should be completed prior to the Spring 2001
resurfacing of this section of Higuera Street.
Prior to advertising this project for bid, staff will investigate the possibility of having the
contractor performing the South Higuera resurfacing project complete the work via a change
order to that project. Staff intends to use this process if the change order amount is within the
engineers estimate for the project.
