SUBJECT: Jack House Renovations
CAO RECOMMENDATION:
Approve the Jack House Committee's recommendation that Jack House Renovations funding be
used for roofing repair and restoration rather than foundation and seismic safety repairs as
originally budgeted.
DISCUSSION
There is $31,000 remaining in the Jack House Renovations project budget. This balance was to
pay for two projects, flooring for the Main House kitchen($5,000), and installing a new
foundation and seismic strengthening devices at the Jack House Carriage Barn($25,000). Low
bid on the Carriage Barn project last October came in at $48,900 and all bids were rejected.
After bid rejection, the Jack House Committee directed staff to combine the Carriage Barn
project with a foundation stabilization project for the main house as one Capital Improvement
Project(CIP)request for fiscal year 2001-03. The committee also directed staff to request the
money budgeted for the Carriage Bam project be used towards a proposed roofing repair and
restoration project($20,000) for the main house instead.
Public Works is recommending that$20,000 of the $31,000 remaining in the Jack House
renovations project budget be used to repair and restore existing wood gutters and ornamental
metal roofing on the lower levels of the Main House.
CONCURRENCES
The Jack House Committee concurs with the recommendations of this report.
FISCAL IMPACT
Money from the rejected Carriage Barn project will be used to fund this project. Staff will
request the Main House/Carriage Barn CIP funding in the upcoming fiscal year 2001-03 budget.

CALL TO ORDER: Chair Penny Rappa called the meeting to order at 4:05p.m.
ROLL CALL: Chair Penny Rappa, Vice-Chair Ron Batterson, and Committee
Members Greg Dillman, Bonnie Marzio, Marion Rodman,
And Martha Schwartz
ABSENT: Committee member Wes Conner
STAFF: Elaina Cano, Rich Ogden, Lang Tolson, and Kim Walker

PUBLIC COMMENT:
There was no public comment.
CONSENT ITEMS:
M/S Committee members Dillman/Rodman to accept minutes as submitted. The motion passed
unanimously.
ITEM#1: CHRISTMAS AT THE JACK HOUSE
Committee member Schwartz informed the committee that all the volunteer hours needed for the
Christmas Open House has been filled by the docents. Schwartz gave an overview of the
decorating schedule. The committee agreed to only bring out the buggy for the Sunday tour.
Larry Tolson reminded the committee that the poinsettias would be delivered in the afternoon on
November 29. M/S Committee members Dillman/Batterson to have the piano tuned prior to the
Christmas Open House not to exceed$200.00. The motion passed unanimously.
ITEM#2: FINANCIAL REPORT
Rich Ogden, Recreation Supervisor,reviewed the Jack House account summary. M/S
Committee members Batterson/Marzio to accept this month's financial report. The motion
passed unanimously.
ITEM #3: SHADE STRUCTURE REPORT
Larry Tolson, Parks Maintenance Supervisor, discussed the shade structure set-up and take-down
process. By consensus, the committee agreed to continue this discussion at the January meeting.
The committee discussed having an extra fee for the shade structure rental and possibly raising
the fees. M/S Committee members.Batterson/Schwartz to direct Larry Tolson to reallocate
money budgeted for the carnage house to other projects such as, roof work, guttering, and metal

work. The *,motion passed unanimously. Tolson also informed the committee that all Capitol
Improvement Projects to the House would be identified individually through Public Works.
ITEM #4: INVENTORY UPDATE
Elaina Cano discussed the status of the inventory project.
ITME #5: REPORTS AND UPDATES
• Rich Ogden distributed the updated docent handbook to the committee.
• Kim Walker, Public Information Officer, reported that the Christmas Open House
advertisements will be displayed in the New Times and The Tribune. Walker also asked
that the committee meet on December 5 at the Jack House for a group picture.
• Schwartz reported that on February 9, 2001 there would be an orientation meeting for
staff and docents.

Much was said Auring our Goals Setting sessions about the repair and-maintenance of
what we•already have. Under that banner,Lrequest that the.staffbe directed to carry out
the-needed-reg to-the-roof drainage system;installation-ofnew kitchen flooring, and
tke seismic safety work needed for the Carriage House. If the latter requires re-bidding
of the project, so be it.
The result-of this-recommendation would be to allocate approximately$38,000 from the
City's unallocated reserve to this purpose.
