R 57-98). (WHISENAND/RICCI) was continued by official action of the San Luis Obispo City Council to Tuesday, February 13, 2001 at 7:00 p.m. Said meeting is open to the public and will be located in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo, California. These concerns include the proposals for management of runoff, downstream flooding, relationship to the Airport Land Use Plan, traffic and circulation, protection of agricultural lands as required by the General Plan, and the quality of the economic analysis. The responses to comments improperly defer the resolution of significant mitigation issues raised by the public. The only transportation-related comment/question that included any detail was expressed by Brett Cross. He asked what the future configurations of the Madonna/Dalidio and Madonna 8 Mercado intersections were going to be. Mitigation Measures 8b and 8c dearly delineate the improvements required to provide acceptable operations at these intersections. The following lists possible issues associated with each improvement: Madonna Road/Dalidio Drive: The addition of a separate easthound right-tum lane on Madonna Road will • likely require right-of-way acquisition from the post office and a retaining wall. However,this improvement is not expected to require the removal of any trees and will not require extensive widening of Madonna Road to the west The new right-tum lane is expected to be at least 150 feet long and will be built to City standards. The addition of a second left-tum lane on northbound/westbound Dalidio Drive will require re-striping and.will likely require some minor widening on Dalidio Drive. Some minor widening of the driveway on the opposite side of the street may also be required to provide a separate left-tum lane. Madonna Road/EI Mercado: The addition of a separate eastbound right-tum lane on Madonna Road will likely require right-of-way acquisition from the adjacent restaurant. Besides improving overall intersection operations,this lane addition would improve access to the Central Coast Mall. The new right-tum lane is expected to be at least 150 feet long and will be built to City standards. The addition of a second left-tum lane on northbound/westbound EI Mercado may require some minor widening on EI Mercado. Although Eagle and Lowe's had well over one million dollars invested with the Madonna project,Lowe's honored the Cities request, terminated the contract with Alex Madonna and proceeded under good faith on the Dalidio Property.
