PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA(not to exceed 15 minutes total)
The Council welcomes your input. You may address the Council by completing a speaker slip and giving it to the City
Clerk prior to the meeting. At this time,you may address the Council on items that are not on the agenda or items on the
Consent Agenda. Time limit is three minutes. State law does not allow the Council to discuss or take action on issues not
on the agenda,except that members of the Council or staff may briefly respond to statements made or questions posed by
persons exercising their public testimony rights(Gov. Code Sec. 54954.2). Staff may be asked to follow up on such items.
Staff reports and other written documentation relating to each item referred to on this agenda are on file in the City Clerk's
Office in Room 1 of City Hall.
Richard Kransdrof urged Council not to begin discussion of important agenda
items late in the evening.
Members of the Gold Coast Chorus serenaded Council Member Schwartz with a
chorus of"Let Me Call You Sweetheart"and "Heart of My Heart,"as a Valentine gift
from his wife, Martha Schwartz.

CONTINUED ITEM:
1. FINAL ENVIRONMENTAL IMPACT REPORT (EIR), ANNEXATION AND
PREZONING FOR THE DALIDIO PROPERTY LOCATED AT 2005 DALIDIO
DRIVE (ER ANNX R 57-98) (Continued from February 6. 2001.)

RECOMMENDATION: 1) Adopt a resolution certifying the final EIR including the
mitigation-monitoring program, based on findings, including a finding of overriding
considerations relative to traffic/circulation, air quality, aesthetics, and loss of
agricultural land. 2) Adopt a "Resolution of Application" requesting that the Local
Agency Formation Commission (LAFCO) take proceedings for the 92.9-acre
Commercial Annexation, based on findings. 3) Introduce an Ordinance approving the
prezoning of 52.9 acres of property to C-R-S, Retail Commercial with Special
Consideration overlay zoning; and 40 acres as C/OS-40, Conservation/Open Space
with a 40-acre minimum parcel size, based on findings.
(Mayor Settle stepped down due to a potential conflict of interest.)
ACTION: 1) Council denied the certification of the EIR (3:1:1, Schwartz, Settle
refrained). 2) Resolution No. 9154 adopted denying the annexation and
prezoning requests, based on findings that the land use categories for the site
reflected on the existing Land Use Element map are no longer appropriate (3:1:1,
Schwartz, Settle refrained). 3) Council directed staff to come back to the Council
with more information and land use options that would include conservation of
open space and preservation of agriculture (4:0:1, Settle refrained).

Council Members report on conferences or other City activities. Time limit-3 minutes.
Council Member Mulholland reported on the January 18, 2001 California Men's
Colony Citizens'Advisory Committee meeting.
Council Member Mulholland reported on the January 3, 2001 meeting of the
Human Relations Commission.
Council Member Marx announced that the City is currently recruiting volunteers
to rill vacant advisory body positions. She listed the vacancies and urged
interested citizens to apply and return applications to the Office of the City
Clerk's by February 23, 2001.

Council Member Mulholland reported on the latest County Water Resources
Advisory Committee meeting.
Council Member Schwartz reported that at the latest meeting of San Luis Obispo
Regional Transit Authority(SLORTA), the decision regarding changes to call
boxes to make them universally accessible has been postponed until a study is
completed.
Council Member Schwartz noted that at the latest meeting of the San Luis Obispo
Council of Governments (SLOCOG), County staff was directed to study unmet
transit needs and report back.
Council Member Marx updated Council on the January 10, 2001 San Luis Obispo
County Flood Control and Water Conservation District Zone 9 Advisory
Committee meeting. She asked Council Member Schwartz to attend the February
28, 2001 in her place.
