Sadly, the FFPC is not staffed to be responsive to questions regarding potential Conflict of
Interests experienced by elected officials ... that is, in a fashion that is timely and meaningful.
Thereby, after reviewing the most recent communication between our City Attorney to Val and
Bill (8/6/14) ... as well as her assessment to all (8/7/14) ... I have determined I will recuse
myself this evening on PH4 and in any ongoing sessions that deal with involvement with the
Airport Land Use Commission and the override of their current plan.
I have, in fact, been contacted by persons who do not have a "financial benefit" in the override
but who don't have homes built with 45 dcbl barriers to sound proposed in the LUCE as a
mitigation of the plan change. They are current permanent residents. I have heard their
concerns ... and, in fact, am one of them.
While I don't know how this impacts the evenings' activity, I feel it is appropriate for me to
officially step down whenever this topic surfaces.
Guessing, it would be well for the FPPC to have adequate resources to consider conflicts, if - in
fact - they have the authority to fine elected officials if they err. In any case, I choose not to
take the risk of participating.
