Presentation to the SLO City Council, September 2, 2Q?+F 4-JNCI I., r JEFTiNG: Oq ©0 In Support of a City -Wide Ban on Styrofoam ITEM NO,:�,f� (ul�rrri S I am Joe (Morris, the current chair of the Green Team, the environmental committee of the Unitarian - Universalist Fellowship of San Luis Obispo County. The Green Team is the committee from which in 2013 the SLO Foam Free group arose. Our Fellowship strongly supports its actions to ban styrofoam in this city and has even taken the official step of passing a resolution to support its actions. It is a harmful substanc, R ECEIVED and we need to break our addiction to it S E P 02 2014 Over a period of nearly a year, Green Team members have discussed this issue. T months ago, we collected petition signatures from not only Fellowship members b SLO t_�_I_1FY CLERK from residents throughout the city. Since Greg Hermann's report contains no data about local opinions, we present these petitions to you now — hundreds of names indicating broad local support I think I can safely say that the vast majority of local residents in this room are very proud they live in this lovely city, which has a record for progressive social policies. Thus we are chagrined to learn that now over 80 cities and counties in the states have already issued bans on styrofoam, while we have just started the conversation here. About Greg's useful report, I have several other specific comments. Both his data and our informal interviews with businesses agree in finding that the major, often only objection to banning styrofoam is its cheaper cost compared to compostable products. On page 9 of his report, he gives data on specific cost differences, indicating that the latter can often cost twice as much. But a major omission is how much this adds to the total cost of doing business. Of course, that amount would be greatly less, percentage wise, since a business has a multitude of other and larger costs. Let us take a very simple example: Tomorrow you go to lunch at a pleasant cafe on downtown Higuera St and purchase an iced tea to $2.50 and sandwich for $7.50. So the bill comes to a total of $10. According to Greg's figures, the styrofoam cup might cost the owner 3112 cents and the plate 5112 cents for a total cost of 9 cents. If the owner has used compostable supplies, the cup and plate would have run 7 cents and 15 cents for a total of 22 cents. So the owner spent 13 cents more (22 -9) for the compostable material. Notice that 13 cents is little more than one percent of the money taken in[ Even the amount of one percent may be too high, since both our and Greg's data indicate that customers prefer using compostable materials, so the restaurant will lose at least a few customers to one using compostabMs My last point is to urge the Council to include not only restaurants, but also vendors like grocery stores in the proposed ban. The lather sell many thousands of styrofoam items per week. A ban excluding them would be toothless in taking the big bite out of styrofoam in the city. This city has lagged behind now 80 other entities in the state in enacting a ban. Lets take up the slack and enact a ban that is strong and progressive.
