Subject: Council meeting-September 16: LUCE Final EIR Recommendations/ LOVR Interchange
Respectable San Luis Obispo City Councilors,
I write to you as a city- resident, tax - payer, and resident of Los Verdes Park 1 at Los Osos Valley Road, who will be part of
the community directly affected by the discussions and eventual decisions of today's agenda. I also write in full support
of the Los Verdes Parks 1 & 2 LOVR Interchange Task Force, as well as their recommendations.
I would like to voice my opinion and strongly suggest that the City Council supports the LOVR Bypass and includes it in
the General Plan's LUCE. Therefore, I support:
1) The Council's certification of the FEIR with specific exclusion of the Sensitivity Analysis related
to the LOVR Bypass findings dated June 29, 2014 and related changes to EIR recommendations;
2) The city should advance the Bypass project independent of new development bounded by S. Higuera Street, Los Osos
Valley Road and US 101.
The Bypass will serve the greater good of City of San Luis Obispo, County of San Luis Obispo and California commuters
and residents who travel within the city limits, either on City streets or along the US 101 corridor. Circulation
improvements and combined safety and environmental benefits from reducing traffic congestion will have an overriding
benefit to us all.
As there is impending development is coming to the southern portions of the City, the LOVR Bypass project can take
advantage of immediate funding opportunities related to these developments; Chevron along Tank Farm Road and the
Airport Specific Plan are but two of them. Advancing the LOVR Bypass will also encourage the development of workforce
housing to begin sooner. A balance between economic development and workforce housing is a major sustainability
goal of the City and the San Luis Obispo Chamber of Commerce.
The specific exclusion of the Sensitivity Analysis related to the LOVR Bypass (findings dated June 29, 2014 and related
changes to EIR recommendations) is due to:
1) Staff used Chevron mitigation measures (not yet decided upon) to fundamentally change the recommendation
regarding the Bypass in the LUCE;
2) The recommendations in such sensitivity analysis fails to consider the joint settlement agreement between Los
Verdes Parks I & II, the City of San Luis Obispo and CALTRANS, as response to specific legal challenges regarding the
LOVR Interchange Project.
