Thank you, Tim Tim Williams I Founder /CEO +1.805.781.9378 1 +1.888.781.WEST Digital West http: / /www.digitalwest.net 1 DIGITALWEST SLO City Council San Luis Obispo, CA RE: Chevron /Tank Farm EIR Dear Mayor Marx and Council Members, Digital West Networks. Inc. 3620 Sacramento Dr. #102 888.781.9378 www.digitalwest.net San Luis Obispo, CA 93401 805.781.9379 - 'J September 2, 2014 Q 2 2 -014 AGENDA CORRESPONDENCE Date 9 Item # I'm writing in support of the Certification of Chevron's EIR, as well as whatever steps are necessary to put a financing plan in place that allows development in the AASP using a more reasonable fee structure. Having first -hand knowledge of the area and the project itself, I encourage the Council to move forward with Chevron's EIR. There are limited amounts of commercial lots available currently, and the addition of these commercial lots within the Chevron plan will help drive the economic development that we've been seeing in the past 5 years. Our project next door (Digital West) will be able to support the businesses that will occupy the adjacent lots, and our city will see a return in the way of higher paying technology focused jobs, as well as the list of other public benefits that this business park will bring. Additionally, I would like to stress the need to adopt a financing plan to enhance this vital arterial route to both residents and businesses. Digital West recently assessed the fees under the proposed structure, as well as the AASP fees. The end result was over $1.3million just in City fees to build a business. This is an example of one of the lower traffic usage businesses, yet the fees are dramatically above what most businesses would consider reasonable. The Chevron project will be a critical piece to the financing plan for this part of town. Considering the capital improvements needed in the coming years, working to complete the Chevron project and the infrastructure that's been proposed, I'd had to see where our financing will come from if the project isn't developed. Thank you for your time and consideration. Tim Williams CEO — Digital West Networks, Inc. Connectivity Colocation Cloud Services
