SUBJECT: APPOINTMENTS TO THE PROMOTIONAL COORDINATING
COMMITTEE (PCC), MASS TRANSPORTATION COMMITTEE (MTC),
AND CONSTRUCTION BOARD OF APPEALS (CBA)
RECOMMENDATION
In accordance with the recommendations of the Council Subcommittees:
1. Make appointments to the City's Advisory Bodies effective October 7, 2014 as set forth
below.
2. Waive Council Policies and Procedures Section 6.7.2.5 and appoint Denise Martinez to
the Construction Board of Appeals, representative with Physical Disabilities, effective
October 7, 2014, and expiring on March 31, 2018.
DISCUSSION
Promotional Coordinating Committee (Subcommittee Members Christianson and Carpenter)
Due to the resignation of David Cox, effective August 7, 2014, there was an unscheduled
vacancy on the Promotional Coordinating Committee. Mr. Cox’s term would have expired
March 31, 2015.
The Council Liaison Subcommittee recommends appointment of Brandon Collins to the
Promotional Coordinating Committee, effective October 7, 2014, to a term expiring on March
31, 2015.
Mass Transportation Committee (Subcommittee Members Smith and Christianson)
Due to the resignation of Jody Frey, effective July 30, 2014, there was an unscheduled vacancy
on the Mass Transportation Committee, representative with Physical Disabilities. Ms. Frey’s
term would have expired March 31, 2015.
The Council Liaison Subcommittee recommends appointment of Denise Martinez to the Mass
Transportation Committee, representative with Physical Disabilities, effective October 7, 2014,
to a term expiring on March 31, 2015.

Construction Board of Appeals (Subcommittee Members Carpenter and Smith)
The Construction Board of Appeals has two designated positions for representatives with
Physical Disabilities. These positions have been vacant since July 2012, but Council recently
made an appointment to fill one of these vacancies with Stacey Neely. The Council Liaison
Subcommittee recommends filling the remaining vacancy with Denise Martinez.
Council Policies and Procedures Section 6.7.2.5 states that as a general policy, an applicant shall
not be appointed to serve on more than one advisory body. Since Ms. Martinez is being
recommended for both the Mass Transportation Committee and Construction Board of Appeals,
Council is being requested to waive its policy related to concurrent terms on Advisory Bodies.
Ms. Martinez has expressed a willingness and desire to serve on both advisory bodies.
The Council Liaison Subcommittee recommends waiver of Council Policies and Procedures
Section 6.7.2.5 and the appointment of Denise Martinez to the Construction Board of Appeals,
representative with Physical Disabilities, effective October 7, 2014, and expiring on March 31,
2018.
