Thank you very much for the City of San Luis Obispo proactive effort in proposing a policy provision of recycled water
outside of the city limits.
Increasing beneficial use of recycled water including for agriculture is consistent with the State of California water
strategic plan.
I would like to respectfully suggest additional language in the new recycled water section to reflect the recent passage
and requirements of SB 1168.
SB 1168 requires the establishment of a Groundwater Sustainability Plan (GSA) and the formation of a Groundwater
Sustainability Agency (GSA). The Edna Valley (a sub - basin) within the San Luis Obispo groundwater basin is a medium
priority basin per DWR. Therefore, the formation of a water district or other agency such as the County Flood Control
and Water Conservation District will ultimately be required to manage the basin and sub - basin.
I suggest to include the following language to maintain consistency with SB 1168:
"Provision of recycled water outside of City limits shall be consistent with the local Groundwater Sustainability Plan and
Agency."
As a wine grape grower in the Edna Valley I fully support the proposed LUCE recycled water policy and thank you for
your consideration.
