The StormRewards Program provides rebates to homeowners for reducing runoff from storm water through projects such as installing a rain garden, dry well, directing roof runoff to landscaped areas or planting trees. As a long -time advocate for urban gardening and reducing water usage, as well as diverting urban pollutants away from our streams and oceans, I applied for to the program to install rain barrels to capture roof rainwater to use for my backyard fruit trees. As part of initial program efforts, the RCD proactively met with storm water staff of each of the three cities enrolled in the program, including SLO, to educate city staff on the program benefits and coordinate all aspects of the program, including program outreach, possible permits, participant costs, and long term monitoring responsibilities. Due to some apparent miscommunication, it now appears that the City of SLO alone of all the jurisdictions requires a permit to do such minimal things as installing rain barrels or a rain garden. This adds considerable cost and effort to homeowners who are trying to do the right thing. I understand the RCD staff has been in discussion with City staff about ameliorating the onerous requirements and I want to urge you encourage the waiving of permits for StormRewards applicants who meet basic requirements. Supporters of the StormRewards program, including myself, will be in attendance at the October 7 City Council meeting to show their support for the program.
