Hill, Natural Resources Manager VIA: Katie Lichtig, City Manager Michael Codron, Assistant Cit Ma ager SUBJECT: Consent Item C -5 on the October 7, 2014 City Council Agenda Staff has received two inquiries pertaining to item C -5 on this evening's agenda regarding the SLO TERRACE project's offer to dedicate a trail and trailhead improvements to create new public access to Terrace Hill Open Space. The two inquiries are paraphrased in italics, below, together with staff's response: 1. Please confirm which easement location is being recommended— the ARC or the PRC? Both the Architectural Review Commission (ARC) and the Parks and Recreation Commission (PRC) recommend the acceptance of the trail easement; however, the two advisory bodies differed in their recommended preferred alignment. The staff recommendation is the same as the PRC recommended alignment, which begins at the end of the Rachel Court cul -de -sac, as shown in the graphic on page 2 of the Council Agenda Report. 2. Is it possible to just secure the easement, but wait a while until after the homes are built to see whether more access would be a plus or minus to the neighborhood? Ordinarily it would be appropriate and feasible to structure the proposed trail dedication in such a way that the City may choose at a future time whether or not it wants to accept the offer. In this case, however, the proposed trailhead improvements are planned to be an integrated part of the cul -de -sac design itself. We anticipate the applicant will want to know definitively whether or not to design the trailhead improvements with the cul -de- sac at this time.
