City Council and Staff,
Two comments /recommendations regarding the LUCE update:
1. The conditions noted for off -site mitigation of development impacts are vague and
open to many interpretations. I recommend specifiying that land set aside to offset
development or open space requirements must be in the same immediate area of any
proposed development (specify max distance in feet) and should be limited to no more
than 100 of the size of the development (times the agreed upon multiplier).
2. Much more data and information is needed before the council should even consider
an overrule of the ALUC noise and safety standards. For example, what size and type
of aircraft will be flying in and out of the SLO County airport in the future? We
know the older Saab 120s will soon be replaced. What are the exact noise levels and
glide paths of the new aircraft? How many daily flights will there be when the
number of destination cities is expanded. These and other questions have to be
answered before overruling the ALUC standards.
