RECOMMENDATION
Receive and file the 2013 Traffic Safety Report and approve the associated safety projects.
DISCUSSION
Background
The Annual Traffic Safety Program began in 2002 to identify high collision locations within the
City and actively pursue mitigation measures that may reduce collision rates and improve safety
for the citizens of San Luis Obispo. In its 14th year the program has had a lasting and continuing
success with traffic collisions. 2013 is the lowest on record for traffic accidents in the City, and
is down by 4% from the previous year. In 2009 the City received the International Public Agency
Achievement award from the Institute of Traffic Engineers for this program, one of the highest
recognitions a public agency can receive for its traffic engineering practices.
Typically this report is produced and presented to the Council annually. This annual pattern was
disrupted due to the citywide staff reductions implemented during the recent recession. Although
production of the report was suspended, staff continued to rank locations and implement safety
projects during these years on a smaller scale. The City’s r ecent receipt of one-time grant
funding has enabled staff to restore the full safety program and bring the report back to Council
for the 2013 calendar year.
2013 Traffic Safety Report (TSR) Overview
The Traffic Safety Report (TSR) (Attachment 1) reviews all intersections and street segments in
the City for collision rates and patterns for calendar year 2013. Based on these patterns,
recommendations are made for altering or monitoring the highest collision locations of each
intersection and street segment classification.
The collision data and corresponding analysis was compiled and completed by the Public Works
and Police Departments in June of 2014. It typically takes four to six months after the end of the
year to receive and review all collision reports. The TSR identifies patterns at the highest
collision rate for locations of similar classification. These locations are narrowed down and the
top five locations are analyzed to identify possible mitigation strategies to address safety issues.
For example, all arterial segments are compared to each other to establish the highest rate
locations that will potentially receive mitigation or safety improvements. In order to determine if
corrective measures could reduce the likelihood of a collision type identified in the pattern, a
comprehensive review of each location is conducted including a survey of the field conditions
and travel behavior.

The table below lists some of the high ranking collision locations and the measures that staff will
begin working on to address the collision pattern.

Other Safety & Operations Projects
In addition to the projects identified for safety and operations improvements in the TSR, there
are two other high collision rate locations; California and Taft and California and San Luis
Drive. These two locations have been carried forward as top priority locations from previous
years. They both operate below the City’s minimum level of service thresholds during peak
hours, and have been identified in recent environmental review for improvement. The mitigation
for both of these locations has been identified as roundabout control. Staff will begin working
with adjacent property owners, developing funding programs, and conducting public outreach for
both of these projects.
1. California and Taft
The intersection of California and Taft has been identified as a high collision rate location due to
conflicts with vehicles turning left from Taft and vehicles on California. Also California and
Taft’s poor operations (LOS F) are due to long delays for vehicles turning from Taft and the
difficultly for cyclists heading towards Cal Poly to turn left and access the Railroad Safety Trail.
This intersection has been identified as an impacted intersection in the Cal Poly EIR and the
General Plan Update EIR with roundabout control as the identified mitigation.
2. California and San Luis Drive
The intersection of California and San Luis Drive has been identified as a high collision rate
location due to congestion related conflicts. Also the California and San Luis Drive intersection
is operating below minimum level of service standards with high vehicle and pedestrian volumes
at San Luis High School. This intersection has been identified as an impacted intersection in the
Draft Johnson Housing EIR and the General Plan Update EIR with roundabout control as the
identified mitigation.
CONCURRENCES
The City’s Bicycle Advisory Committee has reviewed the 2013 Traffic Safety Report and
concurs with its findings.

FISCAL IMPACT
The traffic safety account (90398) currently has a balance of $19,962 and will be used as the
primary funding source for the safety projects identified within the report. Traffic safety projects
that have a bicycle transportation component may be additionally funded using the bicycle
facilities improvement account (90572) which has a balance of $82,353 for FY 14/15 and
$93,047 unspent but available to carry over from FY 13/14 for a total of $175,400. The balances
between these two accounts are adequate to fund all but one of the 2013 traffic safety projects,
the reconstruction of the Monterey and Osos traffic signal. The estimate for reconstructing the
Monterey and Osos traffic signal is $225,000, and due to lack of sufficient funding, staff will
return with this project as a high priority CIP r equest as part of the 2015-17 Financial Plan. The
table below shows the funding source and balances for safety projects to be completed in 14/15.

ALTERNATIVE
The Council may choose not to approve or to defer the safety projects. Staff does not recommend
this as these locations are currently experiencing high collision rates with injuries and property
damages, if measures are not taken these collision patterns are likely to continue.

Executive Summary
The Public Works & Police Departments are pleased to present the 14th cycle of
the City’s annual traffic safety program. The Annual Traffic Safety Program
began in 2002 in an attempt to identify high collision locations within the City. In
addition, the program actively pursues corrective measures that may reduce
collision rates and improve safety for the citizen of San Luis Obispo. This
program has had continued success with 55% collision reduction since the
program began despite increasing traffic volumes. In 2009 the City received the
International Public Agency Achievement award from the Institute of Traffic
Engineers (ITE) for this program. This award is one of the highest recognitions a
public agency can receive for its traffic engineering practices.
This safety program has had lasting success and again in 2013 total collisions
are the lowest on record, down by 4% from the previous year. In 2013, injury
collisions increased by 8% from the previous year, but are still down 33% since
the safety program began. The program also includes thorough evaluations of
bicycle and pedestrian safety. Bicycle collision trends show a four year decline
for the first time since 2000. While bicycle collisions peaked in 2009, they
declined in 2013 by 14% from the 2012 totals. Pedestrian collisions increased
from an average of 24 collisions a year between 2005 and 2012, to 39 pedestrian
collisions in 2013.
The following report displays trends in collision history, traffic safety measures
and identifies high collision rate locations in 2013. As in previous Traffic Safety
Reports, staff reviewed all high collision rate intersections and segment locations
and has recommended mitigation measures to increase safety at the top five
locations in each category. Our goal is that the combination of thorough
analysis, appropriate mitigation, and consistent and focused education and
enforcement will continue to reduce traffic collisions and injuries and improve the
safety of our motoring, walking and bicycling public.
This report is typically prepared and presented to Council annually, however this
is the first report prepared in the last three years. Due to budget reductions in
2010 & 2011 production of the report was suspended and the volume of safety
projects were scaled back accordingly to staffing capacity. However with the
assistance of temporary grant funding the City is testing a consolidation of intern
staffing into a higher level position, this strategy has allowed staff to resume
production of the report and the ability to engage in a higher volume of safety
projects. If the Annual Traffic Safety Program is to continue in coming years there
will need to be a financial commitment.

Bicycle Collision Trend*
*The increase in bicycle collisions can be directly related to an increase in bicycle
ridership. The US Census showed an increase from 3.6% of the City’s population
commuting to work by bicycle in 2000 to 5.2% in 2010. However, this percentage
does not account for recreational riders or bicycle commuters to school, shopping
or errands which have also continued to increase.

Los Verdes & Los Osos Valley Road
As part of an agreement with the Los Verdes HOA the City agreed to “specifically
include consideration of the intersections of LOVR & Higuera and with
Petitioners’ members’ and visitor’s ingress and egress to both parks”. The
intersection of Higuera & Los Osos Valley Road had 4 collisions in 2013 with no
discernible pattern. This intersection was ranked 14th out of 22 intersections with
three or more collisions, due to the relatively low ranking this intersection is not
currently considered a priority. The intersection of Los Verdes and Los Osos
Valley Road had no collisions in 2013 and is also not currently considered a
priority..
Staff has evaluated potential signal timing changes at LOVR & Higuera to
improve gap times at the Los Verdes Driveway. At this time any such changes
would degrade the Level of Service at LOVR & Higuera to below minimum
general plan levels.
