PH1. A RIDE AWAITS TAXI CAB COMPANY CERTIFICATE OF PUBLIC
CONVENIENCE AND NECESSITY - RESOLUTION (GRIGSBY/ANGUIANO - 20
MINUTES)
Recommendation
1. Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, approving an additional taxicab service,” and declaring the need
for the operation of four taxi operators in the City of San Luis Obispo.
2. Authorize the City Manager or her designee to process the Certificate of Public
Convenience and Necessity.
3. Approve five taxi permits to A Ride Awaits on a one-year trial basis.

B1. CONSIDERATION OF THE PROPOSED SAN LUIS OBISPO COUNTY
TOURISM MARKETING DISTRICT (SLOCTMD) - RESOLUTION
(CODRON/CANO – 30 MINUTES)
Recommendation
1. As recommended by the City of San Luis Obispo Tourism Business Improvement
District (SLOTBID) Board, assuming two-thirds of San Luis Obispo lodging properties
are in support of the district, authorize the San Luis Obispo County Board of
Supervisors to establish the San Luis Obispo County Tourism Marketing District
(SLOCTMD) inclusive of lodging properties within the City of San Luis Obispo to be
funded by a 1% gross room rental assessment.
2. Adopt Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, granting consent to the County of San Luis Obispo to form the
San Luis Obispo County Tourism Marketing District (SLOCTMD)” within the City of
San Luis Obispo, to be funded by a 1% gross room rental assessment.

Economic Vitality Corporation.

The Council welcomes your input. You may address the Council by completing a speaker slip
and giving it to the City Clerk prior to the meeting. At this time, you may address the Council
on items that are not on the agenda. Time limit is three minutes. State law does not allow the
Council to discuss or take action on issues not on the agenda, except that members of the
Council or staff may briefly respond to statements made or questions posed by persons
exercising their public testimony rights (Gov. Code Sec. 54954.2). Staff may be asked to
follow up on such items.

A member of the public may request the Council to pull an item for discussion. Pulled items

Approve the Minutes of the City Council meetings of October 7 and 21, 2014.
C3. COLLECTION SYSTEM POINT REPAIRS 2015 - SPECIFICATION. NO. 91306

Recommendation
1. Approve plans and specifications for the Collection System Point Repairs 2015,
Specification No. 91306.
2. Authorize staff to advertise for bids and the City Manager to award the contract if the
lowest responsible bid is within the Engineer’s Estimate of $122,000.
C4. REQUEST FOR PROPOSALS FOR CITY NETWORK SWITCHING
INFRASTRUCTURE REPLACEMENT - SPECIFICATION No. 90999
(PADILLA/SCHMIDT/GUARDADO)
Recommendation
1. Authorize staff to advertise a request for proposals (RFP) to upgrade the City’s
Network Switching Infrastructure System, Specification No. 90999.
2. Authorize the City Manager to award a contract if the selected proposal is within the
approved budget of $550,000.
C5. CITY PARTICIPATION AS A SPECIAL OLYMPICS HOST TOWN (LICHTIG/
CODRON/CANO)
Recommendation
Authorize the City Manager or designee to coordinate City participation as a Host Town
for the Special Olympics and direct staff to proceed with plans to organize the necessary
activities.

C6. ORDINANCE ADOPTION - AMENDING THE ZONING MAP FOR THE
GENERAL HOSPITAL SITE SPECIAL FOCUS AREA (JOHNSON/LEVEILLE)
Recommendation
Adopt Ordinance No. 1609 (2014 Series) entitled “An Ordinance of the City of San Luis
Obispo, California, amending zoning designations for the General Hospital Site Special
Planning Area (GPI/ER 15-12).” (Intro. on 10/21/14)

PH2. APPEALS OF THE ARCHITECTURAL REVIEW COMMISSION'S APPROVAL
OF A MIXED-USE PROJECT AT 1327 OSOS STREET (ARC 96-13) -
RESOLUTION (JOHNSON/RICCI – 60 MINUTES)
Recommendation
Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, denying appeals and upholding the Architectural Review
Commission’s action to grant final approval to a mixed-use project containing nine
residential units and 8,050 square feet of office space and approving a 10% shared
parking reduction and automobile trip reduction program for property located at 1321 &
1327 Osos Street (ARC 96-13).”

information, request staff to report back to the Council at a subsequent meeting concerning any
matter, or take action to direct staff to place a matter of business on a future agenda. (Gov. Code

Adjourn to a Special Meeting to be held on Thursday, November 13, 2014 at 6:00 p.m. in the
City Council Chambers, 990 Palm Street, San Luis Obispo, California, for the purpose of
reviewing and discussing background information for the 2015-17 Goal Setting and Financial
Plan process.
The next Regular Meeting will be held on Tuesday, November 18, 2014 at 6:00 p.m. in the City
Council Chambers located at 990 Palm Street, San Luis Obispo, California.
