Two times the Cultlural Heritage Commission has denied this latest scheme. SOD supports this decision and requests that you send the application back to the Architectural Review Commission for revisions which will conform to the Historic Preservation Guidelines, Community Design Guidelines and other City ordinances. The ARC's work and subsequent Architects conclusions should then be sent back to the Cultural Heritage Commission to check out the revisions. We have specific concerns that City policy on development in and adjacent to historic districts is not being followed and has not been followed since the Garden Street Project along Broad Street. One issue, in particular, is the use of the Terrace Decks to take place as 'Open Space' for the entire project. There is absolutely NO precedent for fourth floor roof decks in the entire Historic District. They provide an undesirable overlook situation and ungainly finish to the tops of the buildings that should be reflecting the gable roof of the Seventh -Day Adventist Church as in the 2008 -9 Scheme. Furthermore, the Podium Parking proposed in the latest Scheme is nowhere evidenced in the Historic Center and therefore should not be allowed as NO precedents exist and this type of architecture will have a negative impact on any street level neighborhood activity or attempts for community building. Residential neighborhoods in the Historic District should encourage attractive human scale activities along the streets so as to encourage neighborhood building.
