Save Our Downtown whole - heartedly endorses this allocation of money to make much - needed sidewalk repairs and improvements downtown. However, it has come to our attention that, sometime in January, additional improvements will be made on the Higuera Street sidewalks immediately in front of the Wineman Hotel and that all construction activity will be confined to the hours between 3:00 A.M. and 10:00 A.M. On behalf of the 47 Wineman residents, we are urging you to reconsider the hours within which construction will occur. We understand that business interruption is a major consideration here, but quality of life for downtown residents should also be a concern of yours. Our suggestions for light and noise mitigation is that 1) construction be confined to the four hours between 7:00 A.M. to 11:00 A.M. and 2) enhanced noise and light abatement strategies be identified. On another subject, you will also, hopefully, accept staff's and the CHC's recommendation for Consent Item # 7 - to add the ca. 1874 David Norcross residence at 546 Higuera Street to the Master List of Historic Resources. Of course, we are concerned that this venerable Victorian is slated for demolition and urge you to also attach to your approval a request that the building be moved (if a buyer is identified) as an alternative to demolition. Thank you for your time and consideration. Allan Cooper San Luis Obispo
