You have several excellent applicants for appointment to the Citizens Revenue Enhancement
Oversight Commission. I have written the attached letter in support of the appointment of Michael
Multari, who I believe can bring an extraordinary contribution to the work of this new

To- Mayor -Marx- and -City- Council- Members:-
The Citizen's Revenue Enhancement Oversight Commission has been formed to
bring greater accountability and trust to the use of the City's one -half percent
revenue measure. It is crucial that this new commission gets off to a fast,
effective and highly credible start. I believe that the appointment of Michael
Multari on December 2, 2014 to the commission will greatly enhance the
probability that it will. Here's why:
• Michael is independent, objective and analytical in his consideration of
issues. He is highly principled and strongly believes in transparency and
accountability. He is not aligned or influenced by any particular advocacy
or interest group; he will be very respectful of staff, but not afraid to ask
tough questions or seek added information whenever necessary.
Michael possesses great expertise in municipal finance. For example, he
is the lead author of the book Guide to Municipal Finance in California,
which League of Cities Executive Director Chris McKenzie calls "... the
most comprehensive treatment of local government finance in any state
that I have ever seen." Most of his consulting and teaching experience has
involved fiscal and economic issues.
• Michael is very well versed in the specific issues and context associated
with the City's revenue enhancement measures, including by virtue of his
recent service on the Local Revenue Measure Advisory Committee.
• Michael understands - in detail - the nature of SLO's budget and goal -
setting process. In fact, he has recently assisted several community's is
modeling SLO process, including the cities of Monrovia, Bell, Willits, and
Ceres.
• The depth and breadth of Mr. Multari's overall professional experience is
extraordinary and includes public service, the private sector, the not -for-
profit sector and higher education at both the staff and instructor levels.
His many years of private sector consulting work exposed him to
municipal fiscal and economic issues throughout California.
Michael is highly experienced in working as a part of a committee - and as
such, he improves the focus and effectiveness of any committee he
serves. A sample of the SLO committees that come to mind are the
Planning Commission, the Local Revenue Measure Advisory Committee,
the LUE Advisory Committee, the Economic Strategy Task Force, and the
Human Relations Commission.
• Michael is a clear, courteous, and concise communicator and he listens
exceptionally well. I am quite sure that the vast majority of persons who
have - ever - served -on -a- committee- with - Mike- will-recalt- him-as avery
thoughtful, considerate and high - impact committee member.
• Michael is always reliable. When it comes to his commitments, you can
be sure that he will be punctual and will have an exemplary attendance
record.
For these reasons, I strongly recommend the appointment on December 2nd of
Michael Multari to the Citizens Revenue Enhancement Oversight Commission.
