Madame Mayor, Council Members:
Happy holidays! I hope you all enjoyed a restful Thanksgiving weekend and are now ready to roll up your
sleeves and get back to the City's business.
As you begin final deliberation of the Airport Land Use Commission inconsistency overrule, as well as the
updated Land Use and Circulation Elements, can you please touch upon State Regional Housing Needs
Assessment requirements for the City and potential alternatives to meeting them (or not) through the proposed
General Plan Update process?
Specifically, it would be helpful for the pubic to understand:
a) The ramifications of adopting a General Plan that does not meet RHNA requirements, including the very
real possibilities of economic sanctions and court - ordered rezoning, and how the City might recoup the
lost revenue through additional taxes and reduced services; and
b) The alternative means available to the City for meeting its RHNA requirements, such as up- zoning
existing neighborhoods to increase density and rezoning the City's greenbelt open spaces for residential
uses.
I hope that this discussion will clarify some of the confusion that I've heard surrounding the proposed LUCE.
Thanks very much for your time and thoughtful consideration of these issues, which will shape the future of our
beloved City.
