Among other beneficial aspects, the LUCE prevents sprawl and locates planned affordable housing in areas that are close to services, schools and jobs, which are better located with respect to transportation alternatives as well. The lower income earning community is very negatively economically impacted when affordable housing is forced to sprawl into more outlying areas. The most needed specialized financing that is accessed by developers of affordable housing like ourselves for those most economically challenged in our community is very competitive and limited. The program, which is designed to attract and leverage low cost investment equity, is incented to only go to communities' project locations where affordable housing is proposed to be in close proximity to services and related amenities, and is blocked from going to projects proposed in decentralized sprawling locations. Not overriding the ALUC could harm our ability to attract investment of low cost equity that we depend on as our primary and scarce source of affordable housing development financing, which if not awarded, would render future projects non - viable to pursue.
