I understand the need for affordable housing in order to maintain and expand the economic vitality of our city. However, the airport land use commission has established safety and noise zones around the San Luis Obispo County Airport for good reason, and based on published guidelines, and it must be possible to provide housing that the city desires in a different way. Placing the new residents of the city in the path of probable danger is not a responsible plan for growth. Though air travel is exceptionally safe, a review of the locations of past accidents near the SLO airport indicates that no less than 3 fatal crashes have occurred in or very near the areas that would be zoned for residential expansion of the city. Few, if any, crashes have occurred outside of the areas designated by the airport land use commission as safety areas. San Luis Obispo City and County recognize the integral part of the Airport plays in its economic vitality, an accordingly the airport is planning expansions, with a new terminal, increased airline service, service by larger aircraft, and larger passenger counts. This is is good for the city. The city is entirely out of touch by making plans to encroach on the safety and noise areas of the airport. Apart from the concerns of a major air disaster occurring in a new neighborhood in San Luis Obispo, if the council approves the proposed override, it can expect a significant increase in complaints regarding noise from the airport in the newly approved residential areas. These noise complaints can even effect flying safety; commonly in these situations those opposed to the aircraft noise learn the phone number to the control tower, and make daily (or more frequently calls) to the air traffic control tower to make their noise complaints, distracting them from their safety critical duties. Also, as seen with Santa Monica airport, it isn't uncommon for a vocal minority to call for an airport to be closed as a result of noise concerns. The community agrees the airport is important to our economic viability. Taking action to threaten this doesn't make sense Finally, the costs of drawn out legal battles with the Airport Land Use Commission, CalTrans, and potentially the FAA are not worth it to the city or to the voters. We need to find a better way to provide the development the city is looking for. If the council approves a vote to override the commission, I will support referendum action to override the councils decision.
