Madam Mayor and Members of the Council, was disappointed that the LUCE didn't pass last night, but I'm also grateful that you all are considering it so thoroughly and allowing plenty of time for input from your constituents. In 2012, 1.14 US citizens were killed per 100 million vehicle miles travelled (IIHS, http: / /www.iihs.org /iihs /topics /t/general- statistics /topicoverview). Concern was expressed over airport safety last night. What about auto collisions? Over the next 20 years, for every 1,000 residents working in SLO and residing outside of our city, a conservative back -of -a- napkin estimate says we can expect 1.7 auto fatalities per 1,000 commuters. (15mi avg one -way trip, five days per week, 50 weeks per year). This does not take leisure trips into account. It also doesn't take injuries into account, nor damage to property, nor pollution, nor congestion, nor economic impacts of commute time and auto expenditures, nor parking, nor wear and tear on city and county roads. City staffs powerpoint last night showed the disputed development area as being the largest area for potential development within our city's borders. Councilmember Carpenter also expressed concern that other less -risky areas for infill development are being ignored. The proposed development area is walking /biking distance from open space trails, shopping, downtown, and proposed bike /ped paths. Developing in this area is consistent with our city's core values and our strengths as a community and tourism destination. Given that this is a 20 -year planning document, I think it's prudent to designate one of the largest and most promising areas of development as open for residential use. Yes, there are other areas for potential in -fill, but this is the largest under consideration.
