The Aircraft Owners and Pilots Association (AOPA) is the world's largest aviation organization,
representing the general aviation interests of pilots and aircraft owners, including 36,190 of our
members in the state of California. On behalf of our membership, AOPA is committed to
ensuring the future viability and development of general aviation airports and their facilities as
part of a national transportation system.
We are writing to register our opposition to the City of San Luis Obispo's proposed overrule of
the San Luis Obispo County Airport Land Use Commission's (ALUC) determination that the
City's Land Use and Circulation Elements (I_,UCE) update of the General Plan is inconsistent
with the current Airport Land Use Plan.
We believe that significant safety and noise issues, as detailed in the California Department of
Transportation, Division of Aeronautics (Division), letters of September 12, 17, and 19, 2014
remain unresolved. 'The Division's comments should be carefully resolved prior to any action on
overrule of the ALUC determination.
In addition, it is our understanding that the ALUC is in the process of updating the Airport Land
Use Plan. It seems prudent that the City evaluate the LUCE update pursuant to the revised plan
prior to taking any further action.
