Three people were killed and the plane came down in a residential neighborhood. These events [rightfully] require use to continually confirm whether or not we are making prudent choices in our airport safety planning. In this particular case, the accident occurred in a residential neighborhood that was approximately 3,500 feet from the end of the runway and along the approximate centerline of the main runway, within what we would call Caltrans Handbook Zone 2, an area where the Airport Overlay Zone prohibits residential development of any kind. An equivalent area 3,500 feet from the end of the main runway is just north of Tank Farm Road off the end of Runway 11, or residential east of Esparanza Lane off Runway 7. A similar circumstance would occur in SLO if there was residential development north of Tank Farm Road on the Chevron property, or in the county area east Esparanza lane. By comparison, San Luis Ranch is approximately 9,500 northwest of Runway 11, and the residential portion of Avila Ranch is 4,250 east of Runway 7. While this event is tragic, we cannot let it be used as an argument against what the city is proposing to do, since the city's regulations would clearly prohibit a repeat of this type of land use planning.
