I would like to reiterate the importance of the need to provide for additional housing to serve the city and region in this process. The region's need for additional housing is centered on San Luis Obispo due to the limited housing stock close to the employment opportunities located in the city that results in the generation of a large share of the vehicle miles traveled (VMT) and greenhouse gas (GHG) emissions produced each workday. SLOCOG has recently modelled future anticipated development within the county in accordance with the requirements of S13375. We have found that the addition of housing, as proposed in your draft plan, will provide a significant and necessary contribution toward achieving the goals set for our county. In fact, without the city assuming a greater share of housing demand to more closely align with the employment that already exists, and is anticipated to continue to grow within your community, we will be unable to meet our VMT and GHG targets. In addition, the Regional Housing Needs Allocation process that follows adoption of the Sustainable Communities Strategy (SCS) requires that SLOCOG allocate housing need based upon the preferred growth scenario that best accomplishes the reduction of VMT and GHG emissions. This process will most likely result in a greater share of the identified housing need being allocated to San Luis Obispo given the large employment base in the city. As you are aware, finding suitable locations without significantly increasing allowable densities in existing neighborhoods or encroaching upon valuable open space and agricultural resources is difficult. We believe that the approach as outlined in your plan, based upon extensive public participation and the research and expert advice that has been incorporated into your proposed LUCE, will result in a plan that balances community and regional needs.
