I just read Joseph Lease's excellent report on a proactive rental housing inspection program for San Luis
Obispo, and I urge you to approve and implement it. With a ratio of 62% rentals, many of which in serious
need of rehabilitation, the deterioration of numerous SLO neighborhoods has become painful to observe. As I
walk down the street, I should not be able to tell which home is rented and which home is owner- occupied-
yet, as you know too well, this is far from the case. Other cities understood that complaint -based rental
inspections do not work: most people are afraid to complain or prefer to move. This is why, during the last
decade, many turned to a proactive rental inspection program and are very happy they did. In Azusa, a city with
the longest established program, Community Improvement Supervisor Rick McMinn wrote: "I am a true
believer in the Rental Inspection program and have seen over my last 13 years how valuable the program is to
our city."
In San Luis Obispo, too many landlords live outside of San Luis Obispo and have little concern for the
wellbeing of our neighborhoods. They do not want to pay the cost of a rental inspection even though this cost
represents a tiny portion of the huge profit they make when they pack 5 students or more in a small
house. These are not the people you want to hear. I urge you to listen to the residents of San Luis Obispo, the
ones who have lived here for many years and have watched their city deteriorate, their neighbors leave, and
their property value shrink. I own a condo which has been rented to the same family for four years, but this
does not prevent me from understanding the urgent need of a rental housing inspection program like the one
outlined by Joseph Lease.
