Council Members:
I ask for your support of the Rental Inspection Program for the City of San Luis Obispo to improve the City Civility and
Wellness in the neighborhoods of San Luis Obispo. As you are well aware, improvement of neighbor wellness is a major
goal of the residents of this city as reflected in a number of surveys and communications to each of you.
I have been very fortunate to be involved over the last year as a volunteer from the Monterey Heights neighborhood
with the Community Civility Working Group with City Staff, Cal Poly /Cuesta staff and students and other neighborhood
residents.
We have been examining and discussing the past and current conditions of neighborhood wellness and civility especially
regarding university /college student housing in residential neighborhoods and the overall extraordinary number of non -
owner occupied rental homes which are now the majority of residents in this city.
One of the most important and key strategies identified during our group meetings is the critical need for a Rental
Inspection Program to improve the civility and wellness in residential neighborhoods as well as the health and safety of
renters and reduce liability of property owners renting residential homes.
A Rental Inspection Program as you will learn is not unusual for other communities with similar issues and in fact have
reduced previous deterioration of neighborhoods and demands for other city services because of reduction of
residential neighborhood densities from over capacity use of residential homes as non owner occupied rental units.
Demands for police, fire, public works and neighborhood services should be reduced with more compatible use of
residential homes within intended capacity of residential neighborhood use. Owner occupied residents in
neighborhoods consistently demonstrate the expected care and respect of their neighborhoods.
Another important and critical tactic for neighborhood civility /wellness improvement and renewal of workforce housing
in the City of San Luis Obispo is the establishment of a Nieghborhood Stabilization Program. A program in collaboration
with Cal Poly, Cuesta, non - profits and private businesses to facilitate more City of San Luis Obispo workforce housing in
neighborhoods can reduce the majority numbers of non -owner occupied residential homes and meet a demand for City
of San Luis Obispo workforce housing with all of its benefits to reduce traffic and demands for city services.
This Rental Inspection Program is only one tactic along with others such as on -going dialogue with Cal Poly / Cuesta
administrations and students, collaborative educational programs, ordinance enforcement, community policing /regular
police patrols in neighborhoods and engaged involvement by residents and of course you as representatives of the
neighborhoods on behalf of the City of San Luis Obispo.
The overall strategy for the improvement of Community Civility and Wellness lies with a diversity of approaches,
community commitment and leadership by institutions to put the support and energy to accomplish this goal.
I expect all of you to be part of the solution and support a Rental Inspection Program for our City of San Luis Obispo
which deserves a chance to regain its character as a city that supports long term residents and working families.
